Recommendation

It is requested that the Board approve and authorize the Chair to execute the updated 911 Addressing Interlocal Agreement between the County and each municipality to ensure the continued accuracy and reliability of addressing data used by 911 systems. It is further requested that the Board authorize the County Manager to execute and submit all necessary budget amendments (BCRs), as well as any administrative updates, modifications, or amendments to the agreement, subject to review and approval by the County Attorney’s Office and Risk Management.

Summary Explanation and Background:

Originally executed in 1982, the 911 Addressing Interlocal Agreement is a longstanding agreement between the County and each municipality that ensures accurate and consistent addressing data for effective 911 call routing throughout both incorporated and unincorporated areas of Brevard County.

 

The agreement has been updated periodically to reflect technological advancements, evolving business practices, and the continued growth of Brevard County, most recently in 2016. The proposed update follows this established approach and includes the following key revisions:

 

                     Simplifies the overall format and language to improve readability and ease of use

                     Restructures the agreement to presume that municipalities conduct their own address assignment, with an optional amendment for any municipality that elects to delegate that function to the County

o                     Note: The County currently provides addressing services for 10 municipalities

                     Clearly defines the respective roles and responsibilities of the County and municipalities under each addressing scenario (municipality conducted vs delegated to the county)

 

Input from all municipalities was solicited during the development of this update. Upon Board approval, the updated agreement will be distributed to each municipality for execution.

 

Pursuant to Florida Statute 365.171, the Florida Emergency Communications Number (E911) State Plan Act, the County 911 Coordinator is designated as the authority responsible for managing 911 addressing and geographic information system (GIS) databases. This statutory responsibility establishes the County as the facilitator of this agreement.
