Fiscal Impact:

Funding for the 300 POD door and operator replacements in the amount of $1,286,386.83 is budgeted in the FY26 Operating and Capital Budget for Facilities Management and Correctional Impact Fees approved by the Board on August 12, 2025. Future purchases utilizing these single source determinations will be made in accordance with the thresholds established in Board Policy BCC-25 Procurement.

Recommendation

It is requested that the Board of County Commissioners: 1) approve the standardization and single source determination of the by Montgomery Technology, Inc. (MTI) control system, manufactured by MTI for the Detention Door Access Control System; 2) approve the standardization and single source determination of Montgomery Technology Systems, LLC (MTS) as the integrator for the Detention Door Access Control System and Detention Cell Door, Cell Door Frames, Controllers, and Locking Systems; 3) waive bidding procedures to procure MTI control system components and software and cell door, cell door frames and locking systems and ancillary items compatible with the MTI control system; and 4) authorize the County Manager to execute any contract-related documents, such as change orders, amendments, service agreements, or other administrative actions to initiate these single source procurements, subject to review and approval by the County Attorney’s Office, Risk Management, and Purchasing Services.

Summary Explanation and Background:

Purchasing Services issued Invitation to Bid #B-6-22-70 for the Detention Center Cell Doors, Cell Door Frames, and Locking Systems to replace 294 existing cell doors, approximately 104 existing cell door frames, and 296 existing cell door locking systems at the Brevard County Jail. The bid was awarded to MTS on May 24, 2022, in the amount of $2,191,000.00. The Bid required that the new electronically controlled cell door locking devices (doors and frames) must fully communicate with the existing Monitoring and Control Room. The Monitoring and Control Room head-end system was also manufactured by MTI. The touch screens, computers, main control server, controllers, locking boards, data converters, data decoders, programmable logic controllers, and card access systems currently operating at the County Jail are all part of the MTI system.

 

Board Policy BCC-25 allows for standardization when it is determined to be more cost-effective and in the best interest of the County. As stated in the Brevard County Procurement Manual, dated September 17, 2024, compatibility with existing equipment may justify waiving bidding procedures if the item meets the criteria of a single source purchase (i.e., available from only one source and the only item capable of producing the desired results) or provides sufficient cost savings. Board approval is required to standardize materials, equipment, and/or services exceeding $200,000.00. MTI is the single source manufacturer of the MTI control system, its components, and software currently used at the County Jail and courthouses. MTI sells their products through certified integrators who meet training, service, and support requirements. MTS is the only certified MTI integrator in the State of Florida.

 

There is currently a need to replace approximately 72 sliding doors and operators in the high-security 300 Pod at the County Jail. The existing doors will be replaced with the same hinged doors currently installed throughout the facility. MTS has provided a cost proposal for this work in the amount of $1,286,386.83. The County has the option to utilize Owner Direct Purchase (ODP) to procure the materials to capture sales tax savings in the amount of $29,989.00. Funding is provided in the Board-approved FY26 Operating and Capital Budget for Facilities Management in the amount of $1,847,184.00, along with a portion of the Board-approved $3,458,670.00 allocation of Correctional Impact Fees on August 12, 2025, for the cell lock system and 300 Pod doors and frames. This work would be authorized as a change order to the contract awarded to MTS under Bid #B-6-22-70.
