It is requested that the Board of County Commissioners authorize the Solid Waste Management Department to purchase one (1) Komatsu D85PX-8-WH Dozer as a substitution for the Caterpillar 836K Landfill Compactor that was in the Adopted FY 2024-25 County Operating and Capital Budget in Solid Waste Management Department’s Capital Outlay Summary approved by the Board on September 24, 2024 and to be competitively procured.

Summary Explanation and Background:

Since 2020, lead times for certain pieces of heavy equipment have increased significantly.  In the case of the Caterpillar Landfill Compactor, the lead time from Purchase Order to delivery is 18 to 24 months.  Recently, the equipment manufacturer Bomag has come out with a comparable Landfill Compactor with a 90-day lead time.  This means that the funds for purchase of a compactor for use in FY 2026 do not need to be encumbered and the equipment ordered in FY2025.

 

Solid Waste Disposal has an immediate need to keep operations efficient and effective with the purchase of an additional crawler dozer at the Central Disposal Facility.  Currently, both existing dozers at the Central Disposal Facility, are not operable and are under repair.  The Komatsu D85 dozer requested has approximately a 14-day delivery time from date of Purchase Order.  In addition to the immediate availability of the dozer, Komatsu provides replacement equipment when a piece of heavy equipment fails and must be taken out of service for an extended period.   

 

Komatsu dozers are currently in use by both Broward and Orange Counties in landfill environments and both have given positive reviews to Solid Waste staff.  The vendor provided a demonstration piece of the equipment to Brevard County between December 23 and January 3 and staff have recommended purchase of the equipment.
