Requested Action:

Recommendation

It is requested that the Board of County Commissioners, acting in its capacity as the Mosquito Control District Board, authorize the Chairman to execute the Florida Department of Agriculture and Consumer Services (FDACS), Division of Agricultural Environmental Services, Arthropod Control Budget Amendment to ensure the Brevard Mosquito Control District maintains its status as a State Approved Mosquito Control Program.

Summary Explanation and Background:

Mosquito Control’s mid-year supplement request was approved by the Board on April 8, 2025, due to unexpended hurricane repair funds, and two budget change requests were approved by the Budget Office on June 27, 2025, as a result of previously approved and awarded Florida Department of Environmental Protection (FDEP) grants, as follows:

 

1.                     Brevard County Mid-Year Supplement - unspent hurricane repair funds due to savings on impoundment construction material and rentals, allocated to the construction of the Biology Laboratory building - $137,688

2.                     FDEP Resilient Florida Grant No. 22SRP01 - Crystal Lakes lmpoundment Breakwater and Living Shoreline Project - $5,929

3.                     FDEP Wetlands Restoration and Protection Grant No. WRP09 - Jefferson Marsh Mosquito lmpoundment Culvert Project - $23,100

 

Chapter 388.201 (4b), Florida Statutes, and Rule 5E-13.022 (3), Florida Administrative Code, require the Annual Certified Budget for Mosquito Control to be adopted and submitted to FDACS Bureau of Entomology and Pest Control for approval each fiscal year.  In this requested action, Mosquito Control is submitting a budget amendment to FDACS to reflect the above-referenced budget changes to the Annual Certified Budget to make sufficient progress on associated public health and environmental protection projects.  The budget amendment shall be submitted on the attached Arthropod Control Budget Amendment form, as required by Rule 5E-13.027 (3), Florida Administrative Code, to maintain certification as a State-approved Mosquito Control Program.
