Recommendation
It is requested that the Board of County Commissioners grant permission to participate in and accept two (2) Edward Byrne Memorial Justice Assistance Grant applications; Designate the Brevard County Sheriff’s Office as the point of contact; Authorize the Chairperson to execute the necessary contractual agreements, modifications and amendments; Authorize the County Manager to execute necessary Budget Change Requests. The Board of County Commissioners will provide the Sheriff’s Dept. with written approval.

Summary Explanation and Background:
The Edward Byrne Memorial Justice Assistance Grant (JAG), is a national, formula-based grant program administered by the U.S. Department of Justice (DOJ) with the goal of improving the criminal justice system. It provides funds to local units of government and state criminal justice agencies to enhance initiatives in their jurisdiction.
Grant One: FY 2023 JAG, Local Direct Award amount: $52,316.00
The award will enhance criminal investigations by funding a Deputy Agent position that focuses on forensic fraud, referring to crimes in which someone wrongfully obtains and uses another person’s personal data in a way that involves fraud or deception, typically for economic gain. A prevalent crime in Brevard County, fraud and identity theft has had a significant financial and investigative impact on law enforcement. The agency believes this position and associated operational expenses continue to be the best use of grant funds.
Grant Two: FY 2022 FDLE JAG Countywide Subgrant Award amount: $152,869.00
The countywide Prisoner Transportation program, which has provided coordinated transportation of arrestees to the county jail from the field by Brevard's Law Enforcement agencies for over 20 years. The program allows law enforcement agencies who find it difficult to transport arrestees to the County Jail Complex the ability to have arrestees picked up by the Sheriff's Office, leaving more time for safety patrol functions. This grant requires the approval of 51% of law enforcement agencies in Brevard County.
