Fiscal Impact:

Up to $8,100,000 reimbursement from the State of Florida Department of Transportation to Brevard County for incurred construction costs.  The County will contribute up to $8,451,690 with funding provided by fuel tax revenues.

Requested Action:

Recommendation

It is requested the Board of County Commissioners:  1) approve and authorize the Chair to execute the State-Funded Grant Agreement and Resolution with the Florida Department of Transportation for the Traffic Management Center; 2) authorize the County Manager to execute any necessary Supplemental Agreements (amendments) and Resolutions contingent upon approval by the County Attorney’s Office, Risk Management, and Purchasing Services; and 3) Authorize the County Manager to approve any necessary Budget Change Requests associated with this request.

Summary Explanation and Background:

The State-Funded Grant Agreement with the Florida Department of Transportation (FDOT) will provide the County reimbursement for the construction of a new Traffic Management Center.  The implementation of the project is in the interests of both Brevard County and FDOT. Upon completion, the Traffic Management Center will greatly enhance the operational efficiency of traffic signals, maximizing the capacity of the County’s transportation network through cost-effective intelligent transportation systems technology. The Agreement outlines the terms and conditions of the funding and the delivery of the project.  

 

FDOT will reimburse the County in an amount not to exceed $8,100,000 for actual costs incurred.  The County agrees to complete the project on or before February 28, 2026.  If the project is not completed within this period, an extension of time can be requested by the County and granted by FDOT in writing prior to the expiration of this Agreement.  The Agreement has been reviewed and approved by the County Attorney’s Office, Risk Management, and Purchasing Services, in accordance with Administrative Order 29.
