Fiscal Impact:
A match of up to twenty percent (25%) is required if awarded. Purchase and installation of the UPS systems are estimated at $1,500,000, with a $375,000 match obligation to be programmed in Fiscal Year 2026 using Local Option Gas Tax (LOGT).

It is requested the Board of County Commissioners:
1. Grant approval to apply to the HMGP, authorizing staff to submit the application via the State of Florida Division of Emergency Management (FDEM) portal;
2. Authorize the Interim County Manager and/or County Manager to sign the grant application, grant agreement, any amendments, or renewals, contingent on County Attorney, Risk Management and Purchasing AO-29 approval; and
3. Authorize the Interim County Manager and/or County Manager to execute any necessary Budget Change Requests.

Summary Explanation and Background:
The HMGP is designed to assist in implementing long-term hazard mitigation measures following a major disaster declaration. The Notice of Funding Availability (NOFA) for the HMGP administered by FDEM was posted on February 26, 2025, for both Hurricane Helene (FEMA-4828-DR-FL) and Hurricane Milton (FEMA-4834-DR-FL). The closing date for HMGP applications is Friday, July 25, 2025, 11:59PM (EDT). The HMGP helps communities implement measures to reduce or eliminate long-term risk to people and property from natural hazards and their effects.
The UPS systems are a multi-hazard initiative to facilitate the safe movement of traffic and emergency vehicle response in Brevard County during times of disaster. UPS systems provide a continuity of operation during power outages and power surges by switching to battery power. It also protects sensitive electronic equipment by regulating the incoming power supply, providing a stable power output to the County’s traffic control system to protect the equipment from damage that occurs when power is restored. There is also a cost savings associated with labor, maintenance, and repair by reducing the frequency and duration of signal outages. This grant application will expand on the existing UPS locations by providing approximately 100 additional locations in order to be more responsive during disasters.
In accordance with Administrative Order 75 - Grant Management, Board approval is needed to apply for the HMGP as a match is required.
