Fiscal Impact:
Based on the appraised values, the minimum sealed bid will be based on the following: Parcel C will start at $420,000; Parcel D will start at $580,000; Parcel E will start at $275,000; and all Parcels (C, D, and E) to a single bidder will start at $1,200,000. Proceeds from the sale of these properties will be placed in the County’s Public Works Transportation Fund.

It is requested that the Board of County Commissioners approve the following: (i) permission to advertise a sale via a sealed bid for the three (3) parcels located on Barnes Boulevard and David Henderson Way, in the City of Rockledge, Florida, identified in the County Property Appraiser’s records as parcel ID Nos. 25-36-21-00-251, 25-36-20-00-11, and 25-36-21-00-278; (ii) that the minimum bid price as reflected in the appraised values will start at the following amounts: Parcel C will start at $420,000, Parcel D will start at $580,000, and Parcel E will start at $275,000, and the amount for all Parcels (C, D, and E) to a single bidder will start at $1,200,000; (iii) upon receipt of the sealed bids for the appraised value or higher, the Chair is authorized to sign all documents required to effect the sale and execute the necessary documents to provide the title to the highest qualified, responsive bid(s) at or over the appraised values.

Summary Explanation and Background:
The County’s Public Works Department's Transportation Construction Management program purchased properties to widen Barnes Boulevard from a two-lane road to a four-lane road with sidewalks and stormwater retention amenities. The Department purchased these parcels with the following funds: gas taxes, impact fees, interlocal agreements with the City of Cocoa and City of Rockledge, and Viera Development Agreement.
The Department has listed the following parcels as surplus, and no other County department has determined a use for these parcels, which are identified in the County Property Appraiser’s records as parcel ID Nos. 25-36-21-00-251 (Parcel C), 25-36-20-00-11 (Parcel D), 25-36-21-00-278 (Parcel E). Therefore, it is recommended that the surplus parcels be sold using a sealed bid process as outlined in Section 2-244, Brevard County Code of Ordinances for the appraised values or greater.
On July 8, 2025, based on an appraisal by Integra Realty Resources, dated February 10, 2025, the Board authorized Asset Management permission to advertise a sale via sealed bid for the three (3) parcels with minimum bid price starting at: Parcel C at $530,000, Parcel D at $810,000, and Parcel E at $340,000, and the amount for all Parcels to a single bidder at $1,510,000. The parcels were advertised on LoopNet for sale via a sealed bid on July 14, 2025, with the bids to be received by November 15, 2025. On November 15, 2025, the County did not receive any bids for these parcels.
The Public Works Department requested an updated appraisal of these parcels by Tuttle Armfield Wagner, dated December 31, 2025. Tuttle Armfield Wagner has valued these parcels lower than the values reflected in the February 10, 2025, appraisal as follows: Parcel C at $420,000 or 21% lower; Parcel D at 580,000 or 28% lower; Parcel E at $275,000 or 19% lower; and the amount for all Parcels at $1,200,000 or 21% lower.
Tuttle Armfield Wagner opined that the difference in parcel values was due to the following conditions: (1) the surplus parcels were offered for sale and received no offers at the current sale price, which implies they are overpriced for the current market and was taken into account by Tuttle Armfield Wagner; (2) the Tuttle Armfield Wagner appraisal selected more recent sales for their comps. Several occurred after the Integra Realty Resources completed its appraisal in February; (3) the Tuttle Armfield Wagner appraisal selected comps that were smaller in size to get a better comparison to the County’s parcels, therefore Tuttle Armfield Wagner feels the smaller comps give a better idea of the value of the parcels.
