The subject property is located in Section 17, Township 28 South, Range 37 East, west of Dairy Road and on the south side of Eber Boulevard in Melbourne.
Brevard County Fire Rescue (BCFR) continues to experience increasing demand for emergency medical services (EMS) throughout the southern portion of the county. Population growth, commercial development, and increased traffic volume within the Melbourne and Palm Bay areas have contributed to a steady rise in call volume, with emergency medical incidents comprising the majority of responses.
Existing rescue resources serving this region are operating at high utilization rates and are frequently required to respond outside of their primary service areas to maintain adequate countywide coverage. These conditions have the potential to increase response times and reduce the availability of Advanced Life Support (ALS) resources for residents and visitors.
The property located at 1207 Eber Road, Melbourne, Florida, has been identified as a strategically advantageous site for the placement of a rescue-only station. The property’s location provides efficient access to major transportation corridors, including Eber Road, Minton Road, and Interstate 95, allowing for improved deployment of EMS resources throughout the surrounding response district. Acquisition of this property would provide Brevard County with the opportunity to establish a permanent EMS presence in an area demonstrating sustained growth and increasing demand for emergency services.
The purchase of the property at 1207 Eber Road is justified by the operational need to improve EMS response capabilities and maintain acceptable levels of service within southern Brevard County. The addition of a rescue-only station at this location will enhance the county’s ability to provide timely Advanced Life Support care by reducing travel distances and improving response times to medical emergencies. Faster access to emergency medical intervention is critical in incidents involving cardiac arrest, stroke, severe trauma, respiratory distress, and other life-threatening conditions where positive patient outcomes are directly influenced by rapid response.
Furthermore, the establishment of a rescue-only station will improve overall system reliability by increasing the availability of rescue units within the service area. This additional resource will help reduce the frequency of unit relocations and out-of-district responses currently required to meet service demands, thereby preserving emergency coverage throughout neighboring communities.
From a fiscal perspective, acquisition of the Eber Road property represents a prudent investment in public safety infrastructure. Purchasing a strategically located parcel now allows the County to secure an appropriate site before future development further limits available options and increases acquisition costs. It also provides flexibility to design and construct a facility specifically tailored to EMS operations, maximizing efficiency while minimizing costs.
The proposed rescue-only station aligns with Brevard County Fire Rescue’s mission of delivering effective, efficient, and responsive emergency services to the community. The purchase of this property demonstrates a proactive approach to addressing current service demands while positioning the department to meet future growth and evolving community needs.
Fair Market Value was established by obtaining an appraisal report from Property Valuations and Consulting, Inc., dated May 12, 2026, with an assigned value of $365,000.00.
The parcel owned by Staci Olivia Sullivan, Trustee, is currently listed in the Space Coast Area Multiple Listing Service for $375,000.00. The Department authorized Land Acquisition to extend an offer for the appraised value of $365,000.00. The owner has accepted the offer.
The User Department approves this request.
This acquisition follows the policies and procedures as set forth in Administrative Order 37.
