Summary Explanation and Background:

The subject property is located in Section 11, Township 26 South, Range 36 East, east of Baytree Drive, on the north side of N. Wickham Road in Melbourne.

 

Evans Wickham, LLC, owner, reached out to the Land Acquisition Office to inquire if the County would be interested in purchasing his vacant parcel along North Wickham Road in Melbourne, known as tax account number 2601525. Upon review of the parcel’s location, the Utility Services Department displayed interest in purchasing the parcel for future use.

 

The acquisition of this property would provide strategic value to the Utility Services Department by supporting future enhancements to the Brevard County utility system. Potential applications for this property include the installation of a reuse augmentation well to improve flows at the Suntree Booster Station (approximately 1.3 miles from the property), development of a satellite storage or staging site to support operations at the South Central Wastewater Treatment Plant (approximately 3.4 miles away), construction of a supplemental ground storage tank to increase reuse capacity, or future development as a repump lift station.

 

The fair market value was established by obtaining two appraisal reports: Integra Realty Resources, dated December 17, 2025, with an assigned value of $800,000.00, and Tuttle-Armfield-Wagner Appraisal and Research, Inc., dated December 10, 2025, with an assigned value of $690,000.00. The average of the two appraisals is $745,000.00.

 

The User Department approves this request.

 

This acquisition follows the policies and procedures as set forth in Administrative Order 37.

Clerk to the Board Instructions:

Upon execution by the Chair, the Public Works Department will contact the Clerk’s office to make arrangements to pick up the original executed Contract for Sale and Purchase.
