Recommendation

It is requested that the Board of County Commissioners:

1.                     Approve reallocation of $1,683,312 ARPA funds for additional Inflow & Infiltration Prevention manhole lining installation, and

2.                     Approve Change Order #1, not to exceed $1,683,312, for B-7-24-06A Port Saint John & North Brevard Sewer & Manhole Lining Installation, and

3.                     Authorize the County Manager to execute all necessary budget amendments for ARPA funded expenditures approved by the Board and

4.                     Authorize the County Manager to execute all contracts, contract amendments, task orders and work orders, and any necessary extensions upon review and approval by the County Attorney’s Office, Risk Management and Purchasing Services.

Summary Explanation and Background:

On September 14, 2021, and October 25, 2022, the Board of County Commissioners (the Board) approved the allocation of ARPA funds to qualified expenditures, including Infrastructure, Negative Economic Impacts, Public Health, and Revenue Replacement. These allocations included projects which qualify under ARPA Category 5.6, Infrastructure - Water & Sewer, Clean Water: Centralized Wastewater Collection Conveyance.

 

The Department is requesting approval to reallocate $1,683,312 in previously allocated ARPA funds to expand the current sewer and manhole lining installation scope for countywide inflow and infiltration (I&I) prevention. Bid # B-7-24-06A was advertised and competitively procured and awarded on June 27, 2025. The vendor has agreed to hold the pricing submitted on April 30, 2024, for the work that will be completed by Change Order #1 for Bid # B-7-24-06A.

 

The Board previously awarded contracts for sewer and manhole lining installation in the South Beaches, Sykes Creek, Port Saint John, and North Brevard service areas. The Port Saint John and North Brevard contract remains the final active contract with ongoing work. As such, the Department is requesting approval of Change Order #1 to expand the geographic scope of this project to support additional countywide I&I mitigation efforts.

 

This request is based on inspection findings from the County’s current vendor, which identified additional areas requiring rehabilitation and repair to mitigate infiltration, reduce inflow, and relieve excess system pressures that can contribute to sanitary sewer overflows. These proactive improvements will extend the service life of existing infrastructure, improve system reliability, and reduce long-term maintenance and emergency repair costs.

 

The projects listed in the table below have been evaluated and selected for reallocation based on their projected completion timelines. These projects are unlikely to fully utilize ARPA funding within the required timeframe, creating a risk of forfeiture. Any funds reallocated from these projects will be backfilled with approved Utility Services budget funds.
