Recommendation

It is requested that the Board of County Commissioners approve the following actions for the FY2025/SFY2026 Section 5310 Formula Grant for Enhanced Mobility of Seniors and Individuals with Disabilities with the Florida

 

                     Authorize the Chair to sign the Authorizing Resolution

                     The use of FDOT Toll Revenue Credits as a local match source                     

                     The use of funds from the Commission for Transportation Disadvantaged (CTD) Trip and Equipment Grant as a local match source

                     Authorize the Transit Service Director to execute any additional follow-up Documentation, resolution and amendments necessary to secure these funds

                     Authorize the County Manager to execute any necessary budget amendments (BCRs).

Summary Explanation and Background:

Federal Transit Administration’s (FTA) Section 5310, Formula Grant is designed to enhance mobility for seniors and individuals with disabilities by removing barriers to transportation services and expanding transportation mobility options. This program supports transportation services, planned, designed, and carried out to meet the special transportation needs of seniors and individuals with disabilities. FTA distributes the funds to States based on formulas for rural, small urban and large urban areas. States then solicit eligible agencies via a competitive application process.

 

Space Coast Area Transit intends to use these funds to uphold its core mission, "To provide quality transportation services that meet the needs of the public and enhance the quality of life of the community." Transit Services seeks to apply the Section 5310 Grant award toward Mobility Management, which is an eligible capital expense under FTA Section 5310.  Specifically, these funds will be applied to the salaries and benefits of staff members who coordinate and improve transportation services for seniors and individuals with disabilities.

 

The total grant request is $322,156;

A Federal share of 80% ($257,725) will be funded through the Federal Section 5310-formula grant,

A Local match of 10% ($32,216) will be funded using funds received from the CTD Trip and Equipment Grant, and

A State match of 10% ($32,215) will be derived from the FDOT Toll Revenue Credit Program.

 

Due to the use of the FDOT Toll Revenue Credit Program, there is no impact on General Revenue for this Project.
