It is requested that the Board of County Commissioners approve and authorize the Chair to sign the attached letter of support for Central Florida Cares Health System, Inc.’s application to the Florida Department of Children and Families Behavioral Health Services Management Entity Invitation to Negotiate (ITN # 223-011).

Summary Explanation and Background:
The Florida Department of Children and Families (DCF), per Florida Statute 394.9082, contracts for behavioral health services through regional systems of care called Managing Entities (MEs). These entities do not provide direct services; rather, they allow the DCF’s funding to be tailored to specific needs in the various regions of the State. Since June 29, 2012, Central Florida Cares Health System, Inc. (CFCHS) has been the ME for the East Central Florida Region and has managed substance use and mental health services (also known as behavioral health services) for Brevard, Orange, Osceola, and Seminole counties. Nineteen members make up the Board of Directors for CFCHS, including six members from Brevard County, with Ian Golden, Housing and Human Services Department Director, serving as the Vice President.
CFCHS funds a services network comprised of many organizations offering various levels of treatment options, of which ten provide services in Brevard County. These options include prevention, interventions, crisis support, residential treatment and outpatient services for adults, children, as well as families, to include opioid and medication assisted treatment.
CFCHS’ vision is to achieve a comprehensive and seamless behavioral health care system focused on the Recovery Orientated System of Care (ROSC) philosophy centered on strength-based approaches serving persons in need of mental health and/or substance use services by providing the best possible information, options, and resources available in their communities. Their primary objective is to ensure that all individuals are given their “first step towards success” by putting the person served “first” in all aspects of their operation.
Per Florida Statute 394.9082 (4. j.), once CFCHS’ renewals and extensions were completed, DCF was required to issue a competitive solicitation for managing entity services (Invitation to Negotiate (ITN) #223-011). This new ITN expands the service area to all the Central Florida Region to include Brevard, Citrus, Hardee, Hernando, Highlands, Lake, Marion, Orange, Osceola, Polk, Seminole, and Sumter Counties and retains the core functions of an ME. CFCHS’ Board of Directors unanimously voted to pursue the new ITN.
