It is requested that the Board of County Commissioners approve the 6-Inch Water Main Abandonment Project to be advertised for construction bids and authorize the County Manager to execute all contract documents and all necessary budget amendments (BCRs) and documents associated with the project.

Summary Explanation and Background:
In 2013, the Utility Services Department identified the need to replace asbestos cement (AC) water mains within the Mims potable water distribution system. The existing AC water mains were determined to be at or beyond their expected service life, increasing the likelihood of water main failures, maintenance activities, service disruptions, and precautionary boil water notices. The replacement program was originally divided into seven phases, which were subsequently revised into eight phases. Phases 1 and 2 were completed in 2017, and Phases 3 and 4 were completed in 2026.
During construction of Phase 2, approximately 2,300 linear feet of existing AC water main along North Carpenter Road between Dairy Road and Calendula Avenue (see Exhibit) could not be abandoned as planned because the source of potable water flow through the water main could not be identified without additional exploratory work. To allow construction to proceed and close out the project, this work was removed from the Phase 2 scope. Although the work was later planned for inclusion in Phase 4, it was deferred to minimize construction impacts associated with water main breaks and precautionary boil water notices experienced during that project.
With Phase 4 now complete, the remaining 2,300-foot segment of existing AC water main remains connected to the potable water distribution system. Completing its abandonment will remove the aging water main from service and improve the long-term reliability of the distribution system. As part of the abandonment work, the existing AC water main will be disconnected from the potable water distribution system and grout filled in place in accordance with applicable standards.
Abandoning the water main will require temporarily isolating it from the distribution system. Unfortunately, this may reduce system pressure below 20 psi, requiring precautionary boil water notices for affected customers until required bacteriological testing confirms the system is safe for normal operation. The department will take necessary action to prevent and minimize when possible. The estimated construction cost for the abandonment work is approximately $400,000.
