It is requested that the Board of County Commissioners approve the Barefoot Bay Utility Services Rate Resolution encompassing the Barefoot Bay Water and Sewer District, which reduces and maintains the reduced rate until sunset on December 31, 2029.

Summary Explanation and Background:
At the July 21, 2026, Regular Board meeting, the Board of County Commissioners approved the ordinance to sunset the Barefoot Bay Water and Sewer District on December 31, 2029, along with the last bond payment. As a result, the Department and Raftelis Financial Consultants, Inc., a national rate consulting firm, reviewed the Barefoot Bay Water and Sewer user rates to determine if a reduction of the user rates was a possibility based on the District sunsetting. The review determined that the water, sewer, and reuse user rates can be rolled back (reduced) to the 2025 rate schedule without affecting the financial obligation of the District while maintaining operational needs.

In addition to the formatting revisions reflected in Attachment C, Attachment E includes textual revisions throughout the rate resolution to add and revise definitions, including the provisions necessary to implement the rollback of the water and sewer user rates and reuse rates to the 2025 rate schedule.
