Summary Explanation and Background:
The subject property is located in Section 31, Township 23 South, Range 36 East, on the west side of North US Highway 1, south of Camp Road and north of Melaleuca Road in Cocoa.
The Natural Resources Management Department has selected a project location for the Williams Point Outfall Basin that will provide water quality improvement for the Indian River Lagoon (I.R.L.) and also a flood mitigation project for the Williams Point Estates community, lying just south of Camp Road in Sharpes. The existing outfall system runs through the community, and the parcel immediately north of the ECA Care, Inc. parcel (Tax Parcel #23-36-31-00-250.1) and continues under U.S. Highway 1. The drainage outfall is then piped easterly, through an otherwise unimproved County right-of-way, to the I.R.L. The culverts under U.S. 1 and down to the I.R.L. are known to transmit large quantities of silt directly into the I.R.L. causing the culverts to become clogged with silt and dirt debris; Public Works is addressing this issue. The project will intercept drainage outfall for nutrient, sediment, and debris removal, while preserving outfall capacity for large storm events. The subject parcel will provide a convenient location for the project and provide access for maintenance and sediment removal as needed.
The vacant parcel known as Tax Parcel ID #23-36-31-00-250.1, was listed for sale at $130,000 in the Space Coast Multiple Listing Service. Fair market value was established by obtaining an appraisal report from Property Valuation & Consulting, Inc., dated August 21, 2026, with a value of $130,000. The Department authorized Land Acquisition to extend an offer for the appraised value. The owner has accepted the offer.
The Department has requested that the requirement for a survey certified to the County be waived. The owner has provided a survey certified to the owner and will execute an affidavit as required by the title company at closing confirming that no changes have been made to the parcel since the date of the survey. The title company has reviewed the survey and will accept it for the issuance of the Owners Title Policy.
The User Department approves this request.
This acquisition follows the policies and procedures as set forth in Administrative Order 37.
Clerk to the Board Instructions:
Upon execution by the Chair, the Public Works Department will contact the Clerk’s office to make arrangements to pick up the original executed Contract for Sale and Purchase, and Addendum.
