Requested Action:

Recommendation

It is requested that the Brevard County Board of County Commissioners authorize:

1.                     The County Manager to execute an agreement between the Brevard County Board of County Commissioners and Housing for Homeless, Inc. upon approval by County Attorney’s Office and Risk Management.

2.                     The Housing and Human Services Department Director to execute any future amendment(s) or modification(s) upon approval by the County Attorney and Risk Management; and

3.                     The County Manager to execute all necessary budget change requests.

Summary Explanation and Background:

In order to receive certification as a CHDO, the Brevard County Housing and Human Services Department must qualify the agency utilizing specific criteria per the United States Department of Housing and Urban Development (HUD) guidelines.  Some of the requirements include: (1) organization under State Law; (2) having as its purpose (in its Charter, Articles of Incorporation, By-Laws or Resolution) the provision of decent housing that is affordable to low-income households; (3) have a board of directors that is composed of one third low-income representation and no more than one third public representation; (4) have a minimum of one year of experience in serving the community were the project will take place; and, (5) must demonstrate the capacity of their key staff to carry out the proposed project.

Housing for Homeless (HFH) has 35 years of experience in housing Brevard’s homeless and low-income population and has been a certified CHDO for 15 years.  Currently, HFH has 31 owned and 20 leased properties housing 150 residents, one third of which are veterans; 20 of the 31 properties are over 40 years old, with the two oldest properties being 71 years old. 

 

HFH proposes to make improvements to two of its properties.  On November 21, 2024, the Affordable Housing Advisory Committee (AHAC) unanimously recommended funding for these projects.  These funds will provide for the replacement of two roofs as follow:

 

1.                     Victory Village in Titusville:  A multi-family residential complex housing 18 previously homeless, disabled veterans.  The roofs for these properties are 18-years old and leaking. SHIP program funds are budgeted in an amount up to $97,225 for this project.  It consists of three quadplexes located at:

 

a.                     1720/22/24/26 Hero Lane, Titusville, FL, 32726 

 

Four (4) units of one (1) bedroom and one (1) bathroom.

 

b.                     1728/30/32/34 Hero Lane, Titusville, Fl 32726

 

Three (3) units of one (1) bedroom and one (1) bathroom.

One (1) unit of three (3) bedrooms and one (1) bathroom.

 

c.                     1728/30/32/34 WinVet Lane Titusville, FL 32796

 

Four (4) units of two (2) bedrooms and one (1) bathroom.

 

 

2.                     Fern House in Titusville:  456 Fern Avenue, Titusville, FL 32796

 

A three (3) bedroom, one (1) bathroom single family home for low-income family.  The roof is 14-years old and leaking. SHIP program funds are budgeted in an amount up to $11,400.

 

If these projects are approved there will be a new 25-year affordability period.
