Recommendation
It is requested that the Board of County Commissioners approve the following actions to continue as the Community Transportation Coordinator for Brevard County:
• Authorize the Chair to sign a letter to be submitted to the Space Coast Transportation Planning Organization recommending Space Coast Area Transit to continue as the Community Transportation Coordinator in Brevard County.
• If selected, authorize the Chair to execute the Memorandum of Agreement with the Florida Commission for the Transportation Disadvantaged, upon County Attorney and Risk Management approvals.

Summary Explanation and Background:
Under Florida Administrative Code 41-2, the Florida Commission for the Transportation Disadvantaged (CTD) oversees the coordination of services for transportation-disadvantaged citizens. Brevard County Board of County Commissioners dba Space Coast Area Transit has served as the Community Transportation Coordinator (CTC) for Brevard County since 1979.
Every five years, the Space Coast Transportation Planning Organization, as the designated official planning agency, is tasked with assisting the Local Coordinating Board in reviewing the CTC designation. Brevard County’s current designation expires in July 2026. Following a successful local review, a recommendation will be sent to the Florida CTD for final approval.
Upon approval, a Memorandum of Agreement will be returned and reviewed by the County Attorney and Risk Management prior to being submitted to the Board Chair for execution. Failure to secure this renewal would result in the loss of approximately $1,816,703 in annual funding, jeopardizing Space Coast Area Transit Operations and other State and Federal funded Transportation Disadvantaged Services.
