The Housing Authority of Brevard County (HABC) respectfully requests the Chair to execute a letter of support approving HABC’s proposed disposition of Lake View Pointe and transfer ownership to Space Coast Community Development Corporation.

Summary Explanation and Background:
HABC proposes to transfer the property to SCCDC, HABC’s wholly owned nonprofit affiliate, to facilitate redevelopment and preserve the property’s affordable-housing and community-development purposes. Brevard County is not being asked to assume ownership, financial responsibility, operational control, or liability for the property. HABC requests only that the County provide a letter supporting HUD’s approval of the Section 18 disposition application.
Lake View Pointe was constructed in 1964 and consists of 56 public housing units serving low-income households, including families with children, older adults, and persons with disabilities. The property’s age, deteriorating infrastructure, and functional limitations increasingly affect its long-term sustainability and HABC’s ability to provide quality housing efficiently.
The proposed disposition would position HABC and SCCDC to pursue a comprehensive redevelopment strategy that can:
• Address aging buildings and infrastructure.
• Improve the quality and long-term sustainability of the housing.
• Expand access to federal, state, local, and private financing.
• Preserve the property’s affordable-housing purpose.
• Support neighborhood revitalization and improved resident outcomes.
SCCDC is HABC’s wholly owned nonprofit affiliate, established to advance affordable housing and community development. SCCDC operates in furtherance of HABC’s public mission and remains subject to HABC’s governance and oversight.
The proposed transfer is not intended to abandon the property’s public purpose or place the property beyond local stewardship. It is a redevelopment strategy designed to preserve that purpose while providing access to financing and development tools that are generally unavailable within the conventional public housing program.
Section 18 of the United States Housing Act of 1937 authorizes public housing agencies to demolish or dispose of public housing property when the applicable statutory and regulatory criteria are satisfied. The implementing requirements are contained in 24 CFR Part 970.
HABC’s proposed action is a disposition requiring review and approval by the U.S. Department of Housing and Urban Development. HABC must demonstrate that the proposed transaction satisfies HUD’s requirements, protects affected residents, supports HABC’s public mission, and provides an appropriate public benefit.
HABC is committed to treating every Lake View Pointe resident with dignity, fairness, and respect throughout the disposition and redevelopment process. Resident protection and housing stability will remain central to HABC’s planning and implementation.
Subject to HUD approval and the final relocation plan, HABC will provide affected residents with all notices, advisory services, relocation assistance, moving assistance, and comparable-housing opportunities required by applicable federal law and HUD requirements. Available housing options may include other public housing opportunities and, when authorized and funded by HUD, Tenant Protection Vouchers.
HABC will provide additional assistance to residents with disabilities, older residents, families with children, and other households requiring individualized support. No relocation will occur until the applicable HUD requirements have been satisfied and appropriate housing arrangements have been established.
