It is requested that the Board of County Commissioners:  1) consider appointment of the applicant selected by the League of Cities for the vacant Technology Alternate seat; and 2) review applications, resumes and reference letters and rank candidates to fill the County Commission’s voting-member seats for Real Estate and Tourism and appoint the top ranked candidates.

Summary Explanation and Background:

On August 23, 2016, the Board of County Commissioners adopted Ordinance No. 16-15 for the Save Our Indian River Lagoon Project Plan and Trust Fund.  The Ordinance called for establishment of a Citizen Oversight Committee (Committee) to make recommendations to the County Commission regarding annual updates to the Save Our Indian River Lagoon Project Plan that is funded by the half cent Save Our Indian River Lagoon sales tax.  The Committee structure consists of 7 members and 7 alternates representing 7 fields of expertise:  Science, Technology, Economics/Finance, Real Estate, Education/Outreach, Tourism, and Lagoon Advocacy.  Terms are for 2 years, after which members and alternates can be re-appointed or replaced.

 

Half of the Committee is nominated by the Space Coast League of Cities and half of the Committee is selected by the County Commission, with all seats appointed by the County Commission.  When replacement voting members or alternates are needed, the entity who selected that seat can:

1) upgrade the alternate to the member seat,

2) choose a replacement from the existing pool of applicants, or

3) request a new call for qualified citizen volunteers.

 

On October 25, 2022, the Board of County Commissioners re-appointed 10 current members (including 4 of 7 Board seats and 6 of 7 re-appointment requests from the League of Cities).The Board then directed staff to advertise the remaining 4 seats (3 Board seats and 1 League of Cities seat).  Advertisements for the 4 seats were posted for a month and closed on December 2, 2022. On December 6, 2022, the Board considered the one applicant for the Board’s Finance seat and appointed Curt Smith.

 

Action 1:

Consider appointment of Don Deis (application attached) selected by the League of Cities for the vacant Technology Alternate seat.  On December 12, 2022, the League of Cities selected Don Deis from a field of 4 timely and complete application packets plus two late, incomplete application packets.

 

Action 2:

Review applications, resumes and reference letters and rank candidates to fill the County Commission’s voting-member seats for Real Estate and Tourism. 

 

For the Board’s voting member seat to represent Real Estate, there are four complete application packets plus two incomplete application packets.

For the Board’s voting member seat to represent Tourism, there are two complete application packets plus the option to promote Laurilee Thompson, the League’s alternate, to the Board’s voting member seat.  If the alternate is promoted, the two new application packets will be sent to the League of Cities for them to select a new alternate.

After public comment on this item, a form is attached to use for ranking the applicants for each seat.  Assign number 1 to the top ranked candidate, 2 to the second ranked candidate, and 3 to the third ranked candidate.  A rank of 4 will be assigned to all remaining candidates.  Staff will tabulate the ranking scores during the Board meeting and report the results to the Commission for their appointment of the top ranked applicants.
