Recommendation
It is requested that the Board of County Commissioners:
1) Approve and authorize the Chair to execute the attached Amendment to the Contract for Sale and Purchase and Addendum, and
2) Approve and authorize the County Manager to execute all future amendments or modifications to the Contract for Sale and Purchase related to Fire Rescue Station 90.

Summary Explanation and Background:
The subject property is located in Section 17, Township 28 South, Range 37 East, west of Dairy Road and on the south side of Eber Boulevard in Melbourne.
Brevard County Fire Rescue (BCFR) identified the property located at 1207 Eber Boulevard, Melbourne, Florida, as a strategically advantageous site for the placement of a rescue-only station. The property’s location provides efficient access to major transportation corridors, including Eber Boulevard, Minton Road, and Interstate 95, allowing for improved deployment of EMS resources throughout the surrounding response district.
The Board of County Commissioners, in regular session on July 7, 2026, approved and authorized the Chair to execute the Contract for Sale and Purchase and Addendum from Staci Olivia Sullivan, Trustee of the Staci Olivia Sullivan Trust.
The Contract for Sale and Purchase and Addendum is contingent upon the successful approval and issuance of any and all required rezoning, special exceptions, conditional use approvals, site plan approvals, and/or zoning variances required by the City of Melbourne to permit the operation and use of the subject property as an EMS Rescue Only Station, and a satisfactory Environmental Site Assessment 1 (ESA1), Wetland Delineation Assessment, and Environmental Threatened/Endangered Species Assessment. The department is requesting an extension of the inspections period, and an extension of the closing date to allow more time to submit the documentation needed to the City of Melbourne and to conduct the required inspections. The Seller has agreed to extend the inspections period to February 1, 2027, with a closing date of on or before April 1, 2027.

This acquisition follows the policies and procedures as set forth in Administrative Order 37.
