Requested Action:
Recommendation
It is requested that the Board approve payment to Synagro South, LLC for emergency mobilization, dewatering equipment, and related services provided in response to the emergency. Estimated final payment for services is to be no more than $340,000.
It is also requested that the Board authorize the County Manager to execute any necessary budget amendments (BCRs) and change orders to provide sufficient funding for anticipated additional invoices for services provided during August and September.

Summary Explanation and Background:
On May 21, 2026, the Sykes Creek Wastewater Treatment Facility (WWTF) notified the County that its dewatering equipment had become inoperable and required emergency repair. To maintain regulatory compliance with the Florida Department of Environmental Protection (FDEP), emergency dewatering services were mobilized to manage the facility’s sludge while the equipment was being repaired.
An Emergency Purchase Order (EPO) in the amount of $50,000.00 was approved, and emergency dewatering operations began in May and continued through June 2026. Around July 8, 2026, the County received an invoice in the amount of $190,028.97. A subsequent Change Order to the EPO was approved by the County Manager to accommodate the additional costs, and the invoice was paid in full.
Due to the complexity of the equipment and the extent of the required repairs, the dewatering system remains at the manufacturer’s facility. Based on the current repair status and anticipated service requirements, the County expects to receive at least two additional invoices totaling approximately $340,000.
These additional expenditures are necessary to ensure continued operation of the Sykes Creek WWTF, maintain compliance with FDEP requirements, and prevent disruption to essential wastewater treatment operations while the permanent dewatering equipment is restored to service.
