Recommendation

The Board of County Commissioners (Board) is requested to:

1.                     Acting in its capacity as the governing Board of the Barefoot Bay Water and Sewer District (BFBWSD), approve the donation of the property currently owned by the BFBWSD, and as further described in the attached Deed, to Brevard County (Attachment A).

2.                     Acting in its capacity as the governing Board of Brevard County, accept the donation of the property described in said Deed for use by the Brevard County Utility Services Department (Attachment B).

3.                     To authorize the Chair to execute the attached Deed conveying the property described therein to Brevard County (Attachment C).

Summary Explanation and Background:

The Utility Services Department is currently in the engineering and design phase for the new South Brevard Water and Wastewater Treatment Plant and Collection and Distribution Improvements.   When completed, this new facility and the related infrastructure will allow the Utility Services Department to provide service not only to the Barefoot Bay Water and Sewer District (BFBWSD), but also to the entire South Brevard utility service area.  The BFBWSD existing water and wastewater treatment plants are already functioning beyond their useful life and will be decommissioned once the new treatment plants are active.

 

When transferred to Brevard County, the property currently owned by the BFBWSD will primarily serve as the site location for the new South Brevard Water and Wastewater Treatment Plan.  In addition, the Utility Services Department is currently designing other water and sewer infrastructure projects in the area, that are funded in part by the countywide utility system, but that potentially include and affect property currently owned by the BFBWSD.  The transfer of the BFBWSD property to Brevard County will enable the Utility Services Department to pursue grant opportunities, as they become available, and alleviate the complications associated with an application process involving multiple entities, thereby improving the likelihood of success in obtaining grant funding.
