It is requested that the Brevard County Board of County Commissioners authorize:
1. The Chair to execute an agreement between the Brevard County Board of County Commissioners, HfH Forest Glen GP, LLC and HTG Forest Glen Apartments LTD, upon approval by the County Attorney and Risk Management.
2. The Housing and Human Services Department Director to execute any future amendment(s) or modification(s) upon approval by the County Attorney and Risk Management; and
3. The County Manager to execute all necessary budget change requests.

Summary Explanation and Background:
Project Summary
Housing for the Homeless, Inc. as a General Partner of HTG Forest Glen Apartments, LTD responded to Local Government Contribution for Florida Housing Finance Corporation (FHFC) Programs 2024 request for proposals. Annually, the FHFC advertises the availability of funding through the Tax Credit, State Apartment Incentive Loan (SAIL) and Revenue Bond Programs. These programs are designed to assist developers with the acquisition, rehabilitation, or new construction of large scale (typically more than eight units) of affordable rental housing. To receive maximum points and to qualify, these programs quite often require developers to include in their applications signed local government Verification of Contribution Forms.
On August 18, 2015, the Board of County Commissioners approved the Request for Proposal (RFP) and process for local government contribution for Florida Housing Finance Corporation Programs; designated the Affordable Housing Council as the Selection Committee; and authorized the Chairman to sign local government Verification of Contribution Forms, upon review and approval of the County Manager’s Office and designated that all approved projects will come back to the BOCC for final contract approval.
In June of 2024, the Affordable Housing Advisory Committee approved funding for Housing for Homeless, Inc. as General Partner of HTG Forest Glen Apartments, LTD to construct an affordable rental housing development for seniors known as Forest Glen. After review and approval from the County Manager’s Office, the Board Chair signed the Local Government Verification of Contribution commitment loan form for $360,000.
Forest Glen shall consist of thirty-eight (38), one (1) bedroom-one (1) bath units, and thirty-four (34), two (2) bedroom-two (2) bath units for a total of seventy-two (72) affordable rental housing units for senior households whose members are at least sixty (60) years of age, and who are low income and at or below 60% AMI of the area-median income. The property will be located at 2001 South Street, Titusville, FL 32796. The County will assist with the construction development cost of two (2) units and these units will have a 20-year affordability period.
Background
Housing for Homeless (HFH) has 35 years of experience in housing Brevard’s homeless and low-income population and has been a certified CHDO since 2003. Currently, HFH has 93 units and manages a variety of housing to include permanent supportive, Section 8/VASH vouchers, and low income. HFH is the general partner of the Orchid Lake Development which opened in late 2024. Orchid Lake is in the City of Cocoa and has 90 units developed for homeless households. Like the proposed Forest Glen project, Orchid Lake was financed by the Florida Housing Finance Corporation, Brevard County and the City of Cocoa. The Forest Glen project will be financed by the Florida Housing Finance Corporation, Brevard County and the City of Titusville.
