Recommendation
It is requested that the Board of County Commissioners approve the following actions for the Trip and Equipment Grant from the Florida Commission for the Transportation Disadvantaged in the amount of $1,916,755:
• the Chair to sign the Authorizing Resolution,
• the Chair to sign the Grant Application Information Form,
• the Chair to execute the Grant Agreement, contingent upon County Attorney and Risk Management approval,
• the Transit Director to execute any additional follow-up documentation, resolutions, and amendments necessary to secure these funds,
• the County Manager to execute necessary Budget Change Amendments (BCRs).

Summary Explanation and Background:
This grant enables Brevard County Transit Services the continued provision of essential curb-to-curb transportation services to Transportation Disadvantaged (TD) residents as defined in Florida Statute 427, part 1. Funds in the Transportation Disadvantaged Trust Fund are allocated on a formula basis to each county according to the Florida Administrative Code 41-2. The formula is based on a comparative ranking of eligible recipients that includes the following categories: Transportation Disadvantaged eligible population of the county; total centerline miles of public roadways in the county; Transportation Disadvantaged trips provided; and the State’s total allocated funding from the previous year.
Brevard County has been allocated $1,916,755 in State Fiscal Year 2026-2027 TD Trust Funds, including the required 10% local match.
All of the funding will be used in providing curb-to-curb trips and not for the purchase of capital items. The funds are used to provide paratransit service through the county for Medical, Food Shopping, Employment, Educational and various trips.
Although Transportation Disadvantaged funds are distributed through a formula, once the agreement is signed, Brevard County Transit Services is reimbursed on a per passenger mile basis through a service rate developed by the Commission for the Transportation Disadvantaged.
