FY 2025-2026 Budget Resolution: Barefoot Bay Water and Sewer District

Fiscal Impact:
The Barefoot Bay Water and Sewer District Budget for FY 2025-2026 is $17,246,782. The budget is fully funded by water and sewer fees. Per Resolution 22-01, rates will be adjusted in January 2026 based on the actual change in the Consumer Price Index Sewer and Water Maintenance Index (S W M I) (U). The estimated CPI-U for Sewer and Water Maintenance Index to be implemented in January 2026 is approximately 5.1%. Final calculation of the index fee adjustment is based on November 2024 to November 2025.

Recommendation
It is requested that the governing body of the Barefoot Bay Water and Sewer District consider approval of a resolution adopting the budget for FY 2025-2026; and authorize the Chairman to sign the resolution.

Summary Explanation and Background:
The Barefoot Bay Water and Sewer District is a dependent special district created under Chapter 153 Part II, and Chapter 189, Florida Statutes.
Chapter 189.015 Florida Statutes requires the governing body of each special district to adopt a budget by resolution each year.
The attached resolution (Attachment A) adopts the FY 2025-2026 County Budget, which will be considered and adopted in Public Hearing by the Board of County Commissioners on September 10, 2025. The public notice was advertised on August 15, 2025. See Attachment B.
The Brevard County Utility Services Department provides operational, maintenance, and administrative services to the Barefoot Bay Water and Sewer District. The District’s annual budget is included in the Utility Services Department budget that will be considered on September 23, 2025, but is financially independent from the rest of the Department’s budget.
