Approval to apply for above mentioned State appropriation projects and to utilize Brevard County Utility Services funds for matching grant funds. It is also requested that the Board authorize the County Manager to execute all contracts, contract amendments, and any contract extensions, budget change requests (BCR), and change orders, upon review and approval by the County Attorney’s Office, Risk Management, and Purchasing Services.

Summary Explanation and Background:
Request for Florida Senate and House of Representative State appropriation projects are soon to be requested to be considered for the State’s FY 25 budget. The Utility Services Department is requesting to submit 3 projects for House and Senate consideration for upcoming appropriations.
The 3 projects are as follows:
1. Mims Water Treatment Plant Filter Replacement
This project is requesting the construction cost for the replacement of the filtration system at the Mims water treatment plant. This project is currently in design and it is funded by this Department. This Department is requesting a 50/50 match for the construction cost for a $3M request, $1.5M from the State and $1.5M from Brevard County.
2. South Beaches WWTF Conversion to AWT for both wastewater treatment facilities (2MGD & 6MGD)
a. 2 MGD Facility WWTF Conversion to AWT.
This project is requesting additional State funds for a project which this Department has already obtained $4.4M grant with 50/50 match, $2.2M from the State and $2.2M from Brevard County. This project involves converting one of the two wastewater treatment facility (2 million gallon per day (MGD)) at the South Beaches WWTF to an Advanced Wastewater Treatment (AWT). This 2 MGD facility has its own permit with the Florida Department of Environmental Protection (FDEP) and is identified as an independent facility. Additional funds are needed due to inflated construction costs since receiving this funding in 2021. We estimate that to fully fund the construction cost of this project an additional $3M will be needed. This Department is requesting a 50/50 match for the construction cost for the $3M request, $1.5M from the State and $1.5M from Brevard County.
b. 6 MGD Facility WWTF Conversion to AWT
This project is requesting additional State funds for a project which this Department has already obtained $12M grant with no matching funds required from the County. This project involves converting one of the two wastewater treatment facility (6 million gallon per day (MGD) at the South Beaches WWTF to an Advanced Wastewater Treatment (AWT). This 6 MGD facility has its own permit with the Florida Department of Environmental Protection (FDEP) and is identified as an independent facility. Additional funds are needed due to inflated construction costs since receiving this funding in 2021. We estimate that to fully fund the construction cost of this project an additional $24M will be needed. This Department is requesting a 50/50 match for the construction cost for the $24M request, $12M from the State and $12M from Brevard County.
