Pursuant to County Ordinance Section 110.184, it is requested that the Board of County Commissioners approve and authorize the Chair to execute a resolution amending the “Criteria for Water and Sanitary Sewerage Systems Within Brevard County”. In addition, to approve section “Approved Manufacturers and Products” (pages 302 - 324) as standardized new or replacement parts and equipment for this Department.
In addition, it is requested that the Board authorize the County Manager to execute all necessary contract(s), contract amendment(s), and extension(s) upon review and approval of the County Attorney’s Office, Risk Management, and Purchasing Service, and to execute all necessary Budget Change Requests.

Summary Explanation and Background:
The Brevard County Code of Ordinances Section 110-184 incorporates an Appendix titled the “Criteria for Water and Sanitary Sewerage Systems Within Brevard County” (further referred to as “Criteria”). The Criteria contains design and construction standards for any water, wastewater and reuse system, either of which the County is taking ownership of or is connecting to a County system owned by this Department. Section 110-184 also states that the Criteria may be amended by resolution.
The Criteria was last amended in November 2023 in an Americans with Disabilities Act (ADA) compliant format to provide standard detail drawings and technical specifications approved by the Utility Services Department that can be directly imported into a developer’s plan.
The Criteria are available to the public at no cost in electronic format on the Utility Services website (https://www.brevardfl.gov/UtilityServices/Development) and at the Utility Services Department Administration Office.
The Utility Services Department recommends amending the Criteria for the following reasons:
1. Improved engineering designs that reduce the risk of injury and increase functionality.
2. Clarifications are added to improve consistency and provide clearer guidance for design and construction requirements.
3. Updates to referenced industry standards, specifications, and regulatory guidance.
4. New and better products are available, offering more functionality, increased longevity of assets, and more supply options.
5. Revised testing procedures to improve reliability and reduce the risk of failures.
On June 10, 2026, the Building Construction Advisory Committee (BCAC) reviewed and recommended for approval to the County’s Board of County Commissioners the amendments to the “Criteria for Water and Sanitary Sewerage System Within Brevard County”.
By approving the Criteria, which include the “Approved Manufacturers and Products” (pages 302 - 324), the Department is able to standardize parts and equipment commonly used based on performance, operating and repair costs, durability, function, and safety. Furthermore, additional savings and benefits are realized through standardization by:
• Limiting the value and quantity of highly specialized inventory parts.
• Focusing staff training on the repair and maintenance of standardized parts and equipment.
• Limit the requirements for specialized tools and equipment to perform repair and maintenance.
• Ensures a safer operational environment for staff by fostering familiarity with equipment, reducing the potential for accidents or errors.
BCC-25 provides for standardization when it is determined to be more cost-effective and in the best interest of the County.
Attached is the proposed amended Criteria with a redline version to clearly depict all changes, Attachments A and B, respectively.
