Summary Explanation and Background:
The subject property is located in Section 09, Township 30 South, Range 38 East, on Edisto Drive, and north of Dottie Drive in Grant.
In 2021, the State of Florida passed FS 403.064 which requires eliminating nonbeneficial surface water discharge by January 1, 2032.
In 2021, the State of Florida passed FS 403.086 which requires reuse facilities (i.e. wastewater treatment plant that produces reuse) to function as an Advanced Wastewater Treatment (AWT) facility.
In 2024, the Environmental Protection Agency (EPA) announced the final National Primary Drinking Water Regulations (NPDWR, 40 CFR Parts 141 and 142) for perfluorooctanoic acid (PFOA) and perfluorooctane sulfonate (PFOS). If required monitoring shows that drinking water levels exceed maximum contaminant levels, Public Water systems are required to implement solutions to reduce per and polyfluoroalkyl substances (PFAS) within 5 years as set by the EPA.
Knowing that the Barefoot Bay Water and Wastewater Treatment Plants were going to be subjected to these requirements, the Utilities Services Department began seeking a new location to construct a new water and wastewater treatment facilities to comply with the above-mentioned State and Federal laws. The Department determined that a parcel owned by the Barefoot Bay Water and Sewer District known as Tax Parcel Number 30-38-08-00-1 (320 acres), located west of the current Barefoot Bay Wastewater Treatment Plant and adjacent to the Terrel parcel would be suitable for the development of the new treatment facilities, access and infrastructure.
The only current access to the 320-acre future site for the treatment facilities is via Dottie Drive and a 20-foot-wide ingress/egress easement located on the southern portion of the 80-acre Terrell property. Dottie Drive functions as a county maintenance roadway which is at level and adjacent to the Sottile Canal. This roadway is intended for low volume traffic and is subject to flooding. The approach for the new treatment facilities is to have a dedicated roadway from Micco Road to the facility. The above-mentioned 80-acre property is part of the alignment of the new access road. The roadway would be built to standards suitable for construction traffic during the construction phase, but also for high truck load and high volume for staff and suppliers.
The remainder of the lands will be utilized by this Department for future water wells or other utility related purposes.
The Utility Services Department is currently in land discussions with another property owner to complete the purchase of the necessary property for the roadway. Attached for reference is a map showing the location of the 80-acre property in its relation to the new treatment facilities.
The fair market value was established by obtaining two appraisal reports; Integra Realty Resources, dated February 27, 2026, with an assigned value of $5,000,000.00, and Tuttle-Armfield-Wagner Appraisal and Research, Inc., dated February 27, 2026, with an assigned value of $5,032,000.00. The average of the two appraisals is $5,016,000.00.
The owner has agreed to sell the property for $5,000,000.00.
The User Department approves this request.
This acquisition follows the policies and procedures as set forth in Administrative Order 37.

Upon execution by the Chair, the Public Works Department will contact the Clerk’s office to make arrangements to pick up the original executed Contract for Sale and Purchase and Addendum 1.
