Summary Explanation and Background:

Pursuant to the Brevard County Charter and Code of Ordinances, it is requested that the Board of County Commissioners confirm the appointment of Keith D. Neterer as the Budget Director, effective May 23, 2026. Mr. Neterer has been the Interim Budget Director since November 8, 2025. Previously, he served as the Assistant Director and Manager of Budget & Financial Analysis since November of 2023.

 

Mr. Neterer brings extensive experience in local government budgeting and financial management, with a strong background in budget development, financial analysis, and long-range planning. During his tenure as Interim Budget Director, Mr. Neterer has led the development of the County’s annual operating budget and capital improvement plan, including the coordination of Budget Workshops, development of budget guidelines, and collaboration with County departments and Constitutional Offices to align funding requests with Board priorities. He has ensured compliance with Board policies, County ordinances, and Truth in Millage (TRIM) requirements while providing financial reporting and analysis to County Management and the Board of County Commissioners.

 

Mr. Neterer has extensive experience in financial analysis, revenue forecasting, and long-range planning. As Assistant Budget Director, he played a key role in developing the County’s financial model during collective bargaining with Brevard County Fire Rescue, contributing to an agreement that received broad support from union membership. He has also advanced countywide financial practices, including implementation of new budget development software and continued refinement of budget development and reporting processes.

 

Mr. Neterer also served in the Planning and Development Department, where he managed departmental financial operations, impact fee administration, and process improvement initiatives. His experience supporting operational and financial functions across multiple County departments has strengthened his understanding of County government and organizational needs.

 

Mr. Neterer holds a Bachelor of Science in Finance from the University of Central Florida. He is a certified Lean Six Sigma Green Belt and a graduate of the Brevard County Executive Leadership Institute. His experience and leadership have prepared him to successfully serve as the County’s Budget Director.
