Recommendation

It is requested that the Board of County Commissioners approve the transfer of real property ID #: 30-38-14-HH-8-1, to the County’s Utilities Services Department at the appraisal value of $165,000 and authorize that the proceeds from the transfer, once costs are reimbursed for the appraisal and to secure the property are paid, be deposited in the County’s Code Enforcement fines account.

Summary Explanation and Background:

In April 2024, Brevard County initiated the foreclosure of a code enforcement lien against the property located at 8820 Highway 1, Micco, Florida. On January 27, 2025, the Eighteenth Judicial Circuit Court issued a Default Summary Judgment in favor of the County and ordered the property to be sold at a public auction. The auction took place on April 30, 2025, and the property was sold to the County for $100.00, with no other bids received. The County received the certificate of title on April 30, 2025.

 

The County’s Utilities Services Department (the Department) operates as an enterprise fund under Generally Accepted Accounting Principles (GAAP) for proprietary funds. An enterprise fund is a self-supporting governmental fund that sells water and wastewater services to customers within its service area. Therefore, it's recommended that the property be transferred to the Department at the appraised value of $165,000 and that the proceeds, once costs for appraisal services and to secure the property are paid, be deposited into the County’s Code Enforcement fines account.  The Department will use this property to construct a lift station to convert properties on septic systems to the County’s sewer system within the Micco area.
