Summary Explanation and Background:
The subject properties are located in Section 24, Township 24 South, Range 35 East, on Range Road, west of Clearlake Drive, and south of Highway 524 in Cocoa.
The Mud Lake - West Cocoa Stormwater Project improves control structures and creates a regional flood impoundment in West Cocoa. This project is a portion of a multiphase regional stormwater improvement plan, known as the West Cocoa Master Stormwater Improvements Project. This master project increases flood protection for homes, businesses, and critical public infrastructures. Each completed flood project increases the level of protection provided in Brevard and reduces risk to people, infrastructure and habitat.
The Natural Resources Management Department (NRMD) has identified the parcel owned by Gamopin, LLC, as necessary for implementation of the West Cocoa Master Stormwater Improvements Project. NRMD proposes to acquire the parcel for use as flood storage to assist in mitigating downstream flooding in the West Cocoa area. The acquisition will be funded through NRMD’s stormwater utility funds for District 2.
Two independent appraisals were obtained to establish the fair market value of the property. Integra Realty Resources, in an appraisal dated July 15, 2026, determined the value of the property to be $690,000.00. Property Valuation and Consulting, in an appraisal dated August 25, 2026, determined the value to be $800,000.00. The average of the two appraised values is $745,000.00. NRMD authorized Land Acquisition to extend an offer of $745,000.00 to the property owners, which they have agreed to accept for the sale of the parcel to the County.
The User Department approves this request.
This acquisition follows the policies and procedures as set forth in Administrative Order 37.
Clerk to the Board Instructions:
Upon execution by the Chair, the Public Works Department will contact the Clerk’s office to make arrangements to pick up the original executed Contract for Sale and Purchase.
