Recommendation
It is requested that the Board of County Commissioners (BOCC):
1. approve the Interlocal Agreement between the Brevard County Sheriff’s Office and the County; and
2. authorize the Chair to execute the Interlocal Agreement upon approval of Risk Management and the County Attorney’s Office; and
3. authorize the Director of the Parks and Recreation Department to execute the renewal option, modifications, and any amendments upon approval of the County Attorney’s Office and Risk Management; and
4. authorize the County Manager to execute all necessary budget amendments (BCRs) or other administrative actions necessary.

Summary Explanation and Background:
The Environmentally Endangered Lands (EEL) Program manages more than 28,000 acres of land throughout Brevard County, 22 sanctuaries, 3 Educational Centers, and has more than 72,000 visitors per year. Unfortunately, not everyone that visits EEL’s property behaves in a manner consistent with the nature of these environmentally sensitive lands for conservation, passive recreation, and environmental education.
Law enforcement does an outstanding job of responding when called upon to intervene at EEL facilities, but there is an inordinate amount of area that experience violations and lack traditional access routes to facilitate patrolling and intervention by law enforcement. This Interlocal Agreement will provide one dedicated Agriculture / Marine deputy sheriff and equipment to increase Ag Marine Unit response and patrol on EEL’s parcels, provide comprehensive professional law enforcement protection services within and throughout the jurisdictional boundaries of the EEL on a daily basis, including both dedicated and reactive patrol to enforce state law and county ordinances, proactive patrol to deter criminal activity, and traffic patrol to enforce traffic laws, prevent traffic accidents and crashes, and deter trespassing.
The term of this Interlocal Agreement is for a five year period (beginning October 1, 2025) with the option of a single five year renewal. First year consideration for these services is $176,250 and includes an annual escalator of 3% or the Consumer Price Index (CPI) whichever is lower.
