Summary Explanation and Background:

On May 23, 2023, the Board of County Commissioners approved Ordinance 2023-12 amending Chapter 90-Social Services of the Brevard County Code of Ordinances; and creating a new Article IV- Workforce and Supportive Housing Trust Fund. The trust fund shall be funded as directed from time to time by the County Commission and may consist of proceeds from the sale of County surplus real property not otherwise legally committed, and other sources established by ordinance.

This policy establishes policies and procedures pursuant to this article, for evaluating and selecting projects and developers utilizing the Workforce and Supportive Housing Trust fund to develop homes for owner occupied or rental households at or below 140% of Area Median Income (AMI), in Brevard County. Projects located anywhere in Brevard County, including within municipalities, are eligible.

The Trust Fund serves renters and homeowners through the development and preservation of rental and owner-occupied units; direct assistance to individual homeowners is not an eligible use. This policy will ensure that funds are awarded in a transparent, equitable, and impactful manner that maximizes long term affordability and housing stability for Brevard County residents. The program will be implemented in partnership with non-profit and for-profit developers of affordable housing, and the policy identifies authority levels for approval and eligibility restrictions.

Brevard County Housing and Human Services Department shall be responsible for administration of the Workforce and Supportive Housing Trust Fund.
