This action identifies specific project expenditures for unencumbered funds to be moved from the United States Department of Housing and Urban Development's (HUD) Integrated Disbursement and Information System (IDIS) Activity #1712 (Public Infrastructure Improvements) to allow for the early payoff (defeasement) of a Section 108 Loan used to construct a Health Department in Melbourne, and for the installation of speed humps on Schoolhouse Lane ($55,000), and Lucas Terrace ($55,000), Merritt Island, Minnie Street ($55,000), Cocoa, and Myrtle Ave ($38,724.79), Mims.

Recommendation
It is requested that the Board of County Commissioners:
1. Hear and consider input from the public regarding the Substantial Amendment,
2. Approve the Substantial Amendment,
3. Authorize the Housing and Human Services Department Director to perform any action necessary for the successful implementation and completion of the activities identified in the Substantial Amendment (such as acting as signatory on any required United States Department of Housing and Urban Development documents and coordination with other County Departments (for example, Public Works - Road and Bridge) to conduct bids and complete construction), and
4. Authorize the County Manager to execute all necessary budget change requests.

Summary Explanation and Background:
The Housing and Human Services Department proposes to amend the FY 2018-2019, 2019-2020, 2020-2021, 2022-2023, and 2023-2024 Community Development Block Grant (CDBG) Annual Action Plans as required by the U.S. Department of Housing and Urban Development (HUD) and the local Citizen Participation Plan to identify specific projects within the approved Infrastructure Activity.
This Substantial Amendment identifies the funding and location of infrastructure improvements in accordance with the Annual Goals and Objectives (from the noted Action Plans) tied to improving low/moderate income neighborhoods. Specifically, $203,724.79 in CDBG funds for the upgrade of roadways and the installation of speed humps within three of our locally designated neighborhood strategy areas (Mims, Cocoa, and Merritt Island). Additionally, this substantial amendment would allow the payoff ($879,000) of the Section 108 loan used to construct the Melbourne Health Department.
The projects under the proposed Substantial Amendment constitute an eligible use of CDBG funds as permitted under 24 CFR 570.201 (c). Over 10,710 low- and moderate-income individuals will benefit from this substantial amendment which meets a CDBG National Objective under 24 CFR 570.208 (a) (1).
In accordance with the Board of County Commissioners’ approved Citizen Participation Plan, public input was sought through a thirty-day Public Comment period (from June 10, 2025, through July 10, 2025, at 4 pm), advertised in a newspaper of general circulation on June 10, 2025, and on the County's Legal Ad and Public Notices webpage. Additionally, the proposed Substantial Amendment was placed on the Housing and Human Services Department's website. Comments were accepted electronically during the 30-day period.
