Summary Explanation and Background:

The applicants request a Small-Scale Comprehensive Plan Amendment (SSCPA) to change the Future Land Use (FLU) designation from Planned Industrial (PI) to Residential 4 (RES 4) on a 1.58-acre parcel. The subject property at 160 Grant Road consists of unplatted land conveyed by warranty deed and recorded in Official Records Book 878, Page 288 on June 15, 1966. According to the Property Appraiser’s website, the existing single-family home was built in 1968.

The current PI FLU designation was established with the adoption of the Comprehensive Plan on September 8, 1988. The original zoning classification assigned to the subject property as established by the adoption of the Brevard County Zoning Code on May 22, 1958, was Agricultural Residential (AU). On May 6, 1999, the property was administratively rezoned to PIP under zoning action Z-10241h.

Policy 3.5, Criteria A in the Future Land Use Element of the Comprehensive Plan states that planned industrial park project sites shall incorporate at least three (3) acres. With the removal of the subject property, the remaining contiguous PI FLU is approximately 23.39 acres.

A companion rezoning application, 26Z00040, has been submitted requesting a zoning change from PIP to SR (Suburban Residential). The requested SR classification is consistent with the proposed RES 4 FLU designation. The applicants, who purchased the property on February 17, 2026, state they would like to construct an accessory building on the property. The current PIP zoning requires a side setback of fifty (50) feet, and a rear setback of twenty-five (25) feet. The applicants would prefer to utilize the required side and rear setback of ten (10) feet allowed in the SR zoning classification. This will also be consistent with the development standards on the residential properties to their west.

The Board may wish to consider if the request is consistent and compatible with the surrounding area and to recognize existing development trends.

The Local Planning Agency will consider the request on Monday, November 16, 2026, beginning at 3:00 p.m. and the Board of County Commissioners on Thursday, December 10, 2026, beginning at 5:00 p.m. The meetings will be held at the Brevard County Government Center, 2725 Judge Fran Jamieson Way, Building C, Commission Room, Viera, Florida.
