Summary Explanation and Background:

The United States Department of Housing and Urban Development (HUD) requires jurisdictions to hold two public hearings and one public meeting under the Annual Action Plan process and as referenced in the Brevard County Citizens Participation Plan. The public meeting will be held on May 19, 2026, during the Community Development Block Grant Citizen Advisory Committee meeting, and the second public hearing will be held on July 21, 2026, at the regularly scheduled Commission meeting.

HUD requires recipients of HOME and CDBG funds to prepare the Annual Action Plans using the goals and priorities established in their five-year Consolidated Plans. Each Consortium member (Brevard County, Palm Bay, Melbourne, Cocoa, and Titusville) receives a direct CDBG allocation from HUD and formulates its own CDBG Annual Action Plan. Within their respective jurisdictions, each will spend CDBG funds promoting safe neighborhoods, capital improvements, economic development, public services, improvements for public housing and the homeless, as well as providing other housing assistance programs. For Fiscal Year 2026-2027, Brevard County is estimated to receive $1,363,123 in CDBG funds.

The HOME allocations for the Consortium Members will be awarded to the County and issued through disbursement agreements on a reimbursement basis. Brevard County acts as the Lead Agency for the Consortium and submits a single Action Plan that encompasses all the members. The Consortium is estimated to receive $1,071,743.52 in HOME funds for Fiscal Year 2026-2027 to begin on October 1, 2026. The breakdown of HOME funds is estimated as follows: Brevard County $447,938.61; Titusville $113,922.19; Cocoa $46,258.05; Melbourne $243,925.05; and Palm Bay $219,699.62.

Residents were notified of the public hearing and public meeting on the Fiscal Year 2026-2027 Annual Action Plan, via the Housing and Human Services website and in Florida Today on May 3, 2026.
