Fiscal Impact:
A match of up to twenty percent (20%) is required if awarded. Development of the Safety Action Plan is estimated at $400,000 and $80,000 will be programmed in Fiscal Year 2025 Local Option Gas Tax (LOGT) which meets the match obligation.

Recommendation
It is requested the Board of County Commissioners grant approval for the County to apply for the SS4A Grants Program for a Countywide Safety Action Plan and authorize staff to submit the grant via the Valid Eval portal on behalf of the County; authorize the County Manager to sign the grant agreement, any amendments, or renewals, upon County Attorney and Risk Management approval; and authorize the County Manager to execute any necessary Budget Change Requests.

Summary Explanation and Background:
The Notice of Funding Opportunity (NOFO) for the SS4A Grants Program administered by the U.S. Department of Transportation has been posted. The closing date for Planning and Demonstration Grant applications is Thursday, August 29, 2024, 5:00 PM (EDT). The SS4A Grants Program awards competitive grants for implementation, planning, and demonstration activities as part of a systematic approach to prevent deaths and serious injuries on the nation’s roadways.
Brevard County is one of only two counties within FDOT District 5 where fatalities are not trending down. The area experienced 403 motor vehicle deaths between 2017-2021. Public works has identified corridors and intersections along the High Injury Network for the safety planning study.
The County will secure a consultant to perform an analysis of the area and develop a Safety Action Plan will include:
• Identifying contributing factors, high-risk road features (including structural issues), specific needs of relevant road users, and public health approaches.
• Assessing current policies, plans, and standards to identify opportunities to prioritize transportation safety.
• Identification of a comprehensive ranked list of projects and strategies and an explanation of prioritization criteria used.
In accordance with Administrative Order 75 - Grant Management, Board approval is needed to apply for the SS4A Grants Program as a match is required.
