Summary Explanation and Background:

The State Block Grant Program is one of the funding mechanisms of the Florida Department of Transportation for transit agencies throughout the state. The source of funding for the program is from the State of Florida’s Transportation Trust Fund and is allocated to transit systems based on ridership, revenue miles and population.

Space Coast Area Transit uses the full Block Grant funding allocation to support core transit operations such as fuel purchases, contracted services, and personnel compensation and benefits. The Block grant total allocation is $3,997,208 with a 50% local match of $1,998,604. In addition, to the 50% match requirement, Block Grant Program funding must not exceed local revenue received during the term of the agreement. Block Grant Program funds shall not be used to replace local tax revenues made available for operations in the year immediately preceding this agreement.  Fiscal impact for County FY2025/2026 (SFY27) will be $1,998,604 funded by General Fund allocations.

Once the Florida Department of Transportation receives the Resolution, the Department will prepare and submit the Public Transportation Grant Agreement to be executed by the County.

Clerk to the Board Instructions:

Please have the Chair execute the Resolution; provide Transit Services one copy of the Resolution and Board Agenda.
