It is requested that the Board of County Commissioners approve the Selection and Negotiation Committee’s number one-ranked firm, Ronald L. Book, P.A., approval of a five (5) year contract to include professional services fee of $75,000 for the first twelve (12) months of the contract and the lessor of three (3) percent or the Consumer Price Index for All Urban Consumers (CPI-U) annually for the remainder of the contract, and authorize the Chairman to execute the professional services contract.

Summary Explanation and Background:
The County’s Selection and Negotiation Committee (the Committee) met in a public meeting on May 29, 2025. The members of the Selection and Negotiation Committee were Jim Liesenfelt, Interim County Manager, Jill Hayes, Interim Assistant County Manager, and Virginia Barker, Natural Resources Management Director.
The Committee ranked Ronald L. Book, P.A., the number one firm of the three proposals the County received from the following firms:
1. Crisafulli Consulting, LLC.
2. Ronald L. Book, P.A.
3. The Southern Group of Florida, Inc.
The Committee met again on June 27, 2025, to negotiate a contract to bring back to the Board of County Commissioners for its consideration on July 22, 2025. Ronald L. Book, P.A., had proposed a professional services fee of $90,000. Through the negotiations with the Committee, the proposed professional services fee was reduced to $75,000 for the first twelve months, and for each year thereafter, the lesser of 3 percent or the Consumer Price Index for All Urban Consumers (CPI-U) annually for the remainder of the contract.
