Recommendation
It is requested that the Board of County Commissioners acknowledge a $280,000 Safe Streets and Roads for All (SS4A) grant, awarded by the Federal Highway Administration, to initiate a Safety Analysis and Demonstration Activities, and to authorize the County Manager to execute all necessary documents and to approve necessary budget change requests associated with the implementation of the grant agreement.

Summary Explanation and Background:
The purpose of this grant funding is to complete a documented Safety Analysis and to conduct Demonstration Activities to identify roadway safety improvements at locations within the Merritt Island Redevelopment Area that have the highest concentration of traffic crashes. The work plan will be carried out by qualified transportation engineering and planning professionals in coordination with the Space Coast Transportation Planning Organization. Successful demonstration projects may qualify for future FHWA construction funding to improve safety for pedestrians, bicyclists, transit users, and motorists. Although multiple safety concerns were identified during the grant application process, the initial analysis will focus on the SR 520 and SR 3 corridors within MIRA.
Grant implementation was delayed due to federal administrative policy changes and personnel transitions within FHWA. FHWA has advised that the delay will not affect the project timeline and has extended the completion deadline accordingly. This grant award is supported by SCTPO and was approved by the MIRA Board, and MIRA will continue to coordinate with SCTPO throughout the term of the award.
