Summary Explanation and Background:
The Public Works Department/Traffic Operations is responsible for maintaining and repairing approximately 370 traffic control signals, more than 1,000 Intelligent Transportation Systems (ITS) devices, 225 flashers and beacons, and 667 streetlights. Traffic Operations uses a combination of County forces and contracted goods and services to construct and maintain this critical transportation infrastructure for unincorporated Brevard County, nine municipalities, and the Florida Department of Transportation (FDOT).
Public Works staff recently researched publicly competed procurement opportunities for traffic signal and ITS goods and services and identified the following contracts:
• Seminole County Contract IFB-604668-23/LNF, Traffic Signal Construction and System Communication Equipment
• Orange County Contract No. Y23-193 B, Supply and Installation of Traffic Signal Equipment
• FDOT RFP-24-5004-ITS; BEG78, Intelligent Transportation Systems Maintenance Services
• Seminole County IFB 604992-25, Fiber Optic Cables & ITS Systems
For Fiscal Year 2026-2027, staff estimates the annual piggybacking utilization to be approximately $1.2M. Piggybacking allows the County to purchase goods and services under a competitively procured contract by another governmental entity, avoiding duplication of work and effort. These contracts offer established line-item pricing and economies of scale, providing a cost-effective and efficient alternative for acquiring goods and services. As these contracts expire and new contracts are awarded, the County will reassess opportunities to piggyback. Staff will continue to evaluate publicly competed contracts against the use of County forces and project-specific invitations to bid to determine the most cost-effective procurement method in the best interest of the County. Purchasing Services will confirm that any piggyback contract meets the County’s established procurement requirements.
