It is requested that the Board of County Commissioners approve and authorize the Chair to establish a resolution to create the Opioid Misuse Abatement Advisory committee and approve and adopt the amended attached Together in Partnership (TIP) Resolution; upon approval by the County Attorney and Risk Management.

Summary Explanation and Background:

On October 26, 2021, Brevard County Board of County Commissioners (BoCC) approved the County to act as a “Qualified County” under the Florida Opioid Settlement Plan and adopted a Brevard County Opioid Misuse Abatement Plan in accordance with the Core Strategies and Scheduled Uses mandated by the Florida Attorney General’s Office.

 

Subsequently, on December 7, 2021, the BoCC approved an amendment to the TIP Resolution that established two subcommittees (including representation from municipalities) under the TIP Advisory Board. The two subcommittees were charged with making suggestions on which approved core uses to address and fund with Opioid Settlement funding, oversee the Request for Application (RFA) process and make recommendation to the BoCC on which agencies are awarded.

 

After several years of administering opioid settlement-funded services and programs throughout Brevard County, it has been determined that opioid misuse abatement efforts would benefit from enhanced local governance, transparency, broader community engagement, and evidence-based decision-making. Therefore, the Housing and Human Services Department proposes removing the Opioid Review and Recommendations Committee from the TIP Advisory Board structure and establishing it as a standalone advisory committee to be known as the Opioid Misuse Abatement Advisory Committee.

 

The Opioid Misuse Abatement Advisory Committee shall serve in an advisory capacity to the BoCC and County administration regarding the planning, implementation, and oversight of opioid settlement-funded initiatives. The Committee shall be responsible for reviewing and prioritizing Core Strategies and approved Uses and providing funding recommendations regarding the allocation of opioid settlement funds to the BoCC for funding approval.

 

With the approval of the creation of the Opioid Misuse Abatement Advisory Committee as a separate standalone advisory committee, it is further requested that the existing Opioid Review and Recommendation Subcommittees be removed from TIP including the following standing committee seats that were added for Qualified County purposes:

 

                     A representative from the City of Melbourne, Florida

                     A representative from the City of Palm Bay, Florida

                     A representative as appointed by the Space Coast League of Cities

 

Since April 07, 2023, Housing & Human Services has received $20.4 million in Opioid funding. Of which $9.6 million has been distributed to the following programs:

 

                     $1,800,000-CT Social- Marketing and Education

                     $709,045-Specialized Treatment Education and Prevention Services (STEPS)-Mobile Medication Assisted Treatment Program

                     $1,200,000-Circles of Care- Mobile Medication Assisted Treatment Program

                     $2,047,200- Circles of Care, Inc.- Provide jail-based medication-assisted treatment for incarcerated adults.

                     $1,700,000- Circles of Care, Inc.- Expansion of Mobile Medical Assisted Treatment

                     $780,500- Specialized Treatment Education and Prevention Services, Inc. (STEPS)- Provide access to all Brevard County indigent residents to participate in the Drug Court Program.

                     $785,030- STEPS- Support Recovery by increasing access to behavioral health supports targeting adult indigents.

                     $597,910- Recovery Connections of Central Florida-Support People in Treatment and Recovery by combining peer-based support with practical wraparound services.
