It is requested that the Board of County Commissioners accept and authorize the Chair to execute the attached Contract for Sale and Purchase.

Summary Explanation and Background:

The subject property is located in Section 05, Township 23 South, Range 35 East, east of Interstate 95 on the west side of Long Lake Drive in Titusville, Tax Account 2300792.

 

Robert H. Deal, as Trustee and owner, contacted the Natural Resources Management Department to inquire whether the County would be interested taking ownership of his vacant 2.06 acres parcel located at 2923 Long Lake Drive, in the Windover Farms Unit Three-A subdivision in Titusville, for the purpose of preserving the floodplain and wetlands. The Natural Resources Management Department is interested in the parcel for flood storage preservation within the 25-year flood plain, per a master plan for the area. The Department informed the owner there was a possibility of the County purchasing the parcel and obtained an appraisal to determine value.

 

Fair market value was established by obtaining an appraisal from Property Valuation & Consulting, Inc., report dated November 3, 2025, with a value of $103,000. Due to the value of the parcel, the Department would not have been able to move forward with a purchase.  The owner has agreed to sell the parcel for $10,071.00.

 

The Department is requesting that the requirement for an Environmental Site Assessment I Report, pursuant to Administrative Order 37, be waived.

 

The User Department approves this request.

 

This acquisition follows the policies and procedures as set forth in Administrative Order 37.

Clerk to the Board Instructions:

Upon execution by the Chair, the Public Works Department will contact the Clerk’s office to make arrangements to pick up the original executed Contract for Sale and Purchase.
