Fiscal Impact:
The Transportation Impact Fees that will fund this project recommendation was collected and disbursed to Public Works in a prior fiscal year. If this request is approved, funding will be realigned to establish budget for the Feasibility study of roadway and pedestrian improvements for Riverside Drive from Eau Gallie Blvd to Paradise Blvd.

It is requested that the Board of County Commissioners consider approval of the project funding recommendation in the amount of $250,000 as prepared by the Technical Advisory Committee on May 15, 2023; and authorize the Budget Office to execute any budget change requests necessary for implementing this appropriation.

Summary Explanation and Background:
The Technical Advisory Committee for the South Beaches Benefit District met on May 15, 2023 and unanimously adopted the project funding recommendation itemized below. The Technical Advisory Committee consists of one representative from the Town of Indiatlantic, the Town Melbourne Beach, City of Satellite Beach, the City of Indian Harbour Beach and Brevard County.

Brevard County Public Works has requested to shift funding from a previously approved impact fee funded project (approved December 13, 2011), Riverside Drive Sidewalk Improvements. This project cannot proceed due to right-of-way constraints with FPL. The funding previously allocated towards the sidewalk project will be re-allocated towards a Feasibility study of roadway and pedestrian improvements for Riverside Drive from Eau Gallie Blvd to Paradise Blvd. Riverside Drive was recently identified as a road that is forecast to increase in traffic volume to a near-capacity level.
