D.1. Announcement of the Percentage Change in the FY 2022-2023 Aggregate  
Tentatively Adopted Millage from the Aggregate Rolled-Back Rate  
Chair Zonka called for a public hearing to consider percentage change in the FY 2022-2023  
aggregate tentatively adopted millage from the aggregate rolled-back rate.  
Frank Abbate, County Manager, advised this Item allows for the reading of the tentative  
aggregate operating millage rate to fund the portion of the Fiscal Year 2022-2023 Budget that  
is supported by property taxes; and he asked the Budget Office to read into the record the  
tentative aggregate millage rate for Fiscal Year 2022-2023.  
Jill Hayes, Budget Office Director, stated the aggregate tentative millage rate for the Fiscal  
Year 2022-2023 budget is 4.9777 mills; and this represents no change from the aggregate  
rolled-back rate of 4.9777 mills.  
There being no comments or objections, the Board acknowledged the announcement as read  
into the record that the aggregate rolled-back rate for Fiscal Year 2022-2023 is 4.9777 mills,  
the aggregate tentative rate is 4.9777 mills, and the percentage change is 0.000 percent,  
including voted millages.

D.2. Public Comment: RE: Revised Tentatively Adopted County Operating and Capital  
Budget for FY 2022-2023  
Chair Zonka called for a public hearing to accept public comments concerning the tentatively  
approved budget and millage rates for the County’s 2022-2023 Fiscal Year, including Charter  
Officers and Dependent Special Districts.  
Frank Abbate, County Manager, stated this Agenda Item allows for the public to comment on  
the County Budget for Fiscal Year 2022-2023; and he asked before beginning public comment,  
to allow the Budget Office to read into the record the Fiscal Year 2022-2023 budget.  
Jill Hayes, Budget Office Director, stated the Fiscal Year 2022-2023 budget is $1,849,105,824;  
and the budget represents an increase of $91,916,844 or 5.23 percent more than the Fiscal  
Year 2021-2022 current budget of $1,757,188,980.  
Mr. Abbate stated the Board is now ready to accept public comments on the budget for Fiscal  
Year 2022-2023.  
Chair Zonka advised she has no public comment cards.  
Mr. Abbate noted at this point it is recommended that the Board discuss the budget since the  
Board must adopt the millages and related budget separately; comments and motions  
concerning the individual tax levies can also be made at the time each millage is adopted; and  
if there is no Board discussion, staff is ready to move on to Item D.3.  
There being no comments or objections, the Board accepted public comments concerning the  
tentatively approved Operating and Capital Budget for the County’s 2022-2023 Fiscal Year,  
including Charter Officers and Dependent Special Districts.  
D.3. Public Comment, Discussion and Adoption of the Resolution Establishing Final  
Millages for FY 2022-2023 for Brevard County  
Chair Zonka called for a public hearing for public comment, discussion, and adoption of the  
resolution establishing final millages for FY 2022-2023 for Brevard County.  
Frank Abbate, County Manager, advised that Item D.3., allows for public comment, discussion,  
and adoption of the resolution establishing final millage for Fiscal Year 2022-2023; and if there  
are any public comments on this Item, now would be the time to hear those comments.  
Chair Zonka stated she does not have any public comment cards.  
Mr. Abbate stated the Budget Office personnel will now read into the record the millage and ad  
valorem for each taxing authority; and following the reading of each tax levy, it is recommended  
that the Chair entertain a motion for approval of that millage.  
General Fund  
Jill Hayes, Budget Office Director, stated for the General Fund Countywide the Fiscal Year  
2022-2023 tentative millage is 3.2619, which is a 2.17 percent change from the rolled back  
millage of 3.1927, generating $176,036,025 in Ad Valorem revenue.  
There being no comments, the Board approved the final millage for the General Fund at  
3.2619, and Ad Valorem revenue at $176,036,025.

Chelsea McDowell, Management and Budget Senior Analyst, stated the Brevard Library District  
Fiscal Year 2022-2023 tentative millage is 0.3763, which is a 2.45 percent increase from the  
rolled back millage of 0.3673, generating $20,431,268 in Ad Valorem revenue.  
There being no comments, the Board approved the final millage for Brevard Library District at  
0.3673, and Ad Valorem revenue at $20,431,268.

generating $8,290,870 in Ad Valorem revenue.

$14,307,046 in Ad Valorem revenue.

Chair Zonka called for a public hearing to consider a resolution establishing the County’s final  
millages for Fiscal Year 2022-2023.  
Mr. Abbate stated the Budget Office will read into the record the resolution establishing the  
County’s final millages for Fiscal Year 2022-2023; and following the reading of the resolution, it  
is recommended the Chair entertain a motion for approval of the resolution.  
Ms. McDowell read aloud, “A resolution to adopt final millages pursuant to Chapter 200, Florida  
Statutes, authorizing the Board of County Commissioners to adopt final millages for Fiscal Year  
2022-2023 and providing an effective date; the Board of County Commissioners, Brevard  
County, Florida, as taxing authority for the taxing entities identified in Exhibit A, which is  
attached hereto and made part hereof by this reference, does hereby levy the millages  
specified in Exhibit A, and does hereby state the percentage by which the aggregate millage to  
be levied is a change from the rolled back aggregate millage.”  
There being no comments or objections, the Board accepted public comment, discussed, and  
adopted Resolution No. 22-111, establishing the final millages for Fiscal Year 2022-2023.

D.4. Discussion and Adoption of the County’s Final Budget Resolution for FY  
2022-2023  
Chair Zonka called for a public hearing to discuss and adopt a resolution establishing the final  
budget for FY 2022-2023.  
Frank Abbate, stated for Agenda Item D.4., the Budget office will read into the record the  
resolution adopting the County’s total budget for Fiscal Year 2022-2023; and following the  
reading of the resolution, it is recommended that the Chair entertain a motion for approval of  
the resolution.  
Jill Hayes, Budge Office Director, read aloud, “A resolution to adopt a final budget pursuant to  
Chapter 200, Florida Statutes, authorizing the Board of County Commissioners to adopt the  
final operating and capital budget for Fiscal Year 2022-2023 and providing for an effective date;  
the Board of County Commissioners, Brevard County, Florida, as taxing and governing  
authority, does hereby adopt an operating and capital budget for the Fiscal Year beginning  
October 1, 2022, and ending September 30, 2023, in the amount of $1,849,105,824.  
There being no comments or objections, the Board discussed and adopted Resolution No.

Chair Zonka called for a public hearing to consider adoption of the final millage resolutions for  
FY 2022-2023 for Dependent Special Taxing Districts.  
Frank Abbate, County Manager, stated Item D.5., asked that the Board adopt the attached  
resolutions establishing the final millages for Fiscal Year 2022-2023 for those Dependent  
Special Taxing Districts for which the County levies the millage, and to authorize the Chair to  
sign the resolutions; and Florida Statute 200.065 allows the Board to adopt tax levies for all  
Dependent Special Taxing Districts by a single vote, unless separate votes are requested by a  
member of the public.  
There being no comments or objections, the Board approved and adopted the following

attached resolutions adopting the final budgets for Fiscal Year 2022-2023 for the County’s  
Dependent Special Taxing Districts, and authorize the Chair to sign the resolutions; and Florida  
Statute 200.065 allows the Board to adopt budgets for all Dependent Special Taxing Districts

D.7. Authorization for the County Manager to Execute TRIM Compliance Forms  
Chair Zonka called for a public hearing to consider the County Manager to execute the Florida  
Department of Revenue Truth-in-Millage (TRIM) Compliance Forms on behalf of the County.  
Frank Abbate, County Manager, stated Item D.7., requests that the Chair entertain a motion to  
authorize the County Manager, or designee, to execute all letters and exhibits necessary to  
establish that Brevard County has complied with Sections 200.065 and 218.63, Florida  
Statutes, the Truth in Millage (TRIM) law.  
There being no comments or objections, the Board authorized the County Manager to execute

Joseph Faella, Mosquito Control Director, stated Mosquito Control’s final budget was just  
approved under Item D.6., for $12,873,685, so staff is requesting that the Board authorize the  
Chair to approve and sign the same budget but on State forms so they can be submitted to the  
Florida Department of Agriculture; and this is required by Florida Statute to maintain their status  
as a certified Mosquito Control District.  
The Board approved and executed the State of Florida, Department of Agriculture and  
Consumer Services (FDACS), Annual Certified Budget for Arthropod Control (FDACS Form  
13617, Rev. 07/13) for Fiscal Year October 1, 2022, to September 30, 2023.

Commissioner Pritchett stated she would like to make a motion to approve the resolution; it was  
kind of a short amount of time; and she is just going to email it to them.  
The Board approved and adopted Resolution No. 22-130, recognizing the 111th National Day  
of the Republic of China (Taiwan).

F.4. Reports, Re: Commissioner John Tobia, District 3  
Commissioner Tobia stated the Governor just announced that Tim Bobanic would be filling the  
role of Supervisor of Elections; he wants to wish him the best; he knows it is a tough time to  
come in; he is sure Mr. Bobanic will do a good job; and he has some tough shoes to fill. He  
expressed his appreciation to the Chair for getting the letters out to the CRAs; he expressed his  
appreciation to Merritt Island Redevelopment Agency (MIRA) for what it is doing to set some  
priorities; he stated it is very apparent where a person puts his or her money is where they put  
their priorities; and MIRA has definitely done a good job in a short period of time. He went on to  
say he wants to thank Commissioner Pritchett, because he received a letter from Dan Diesel,  
and they are under no obligation to follow, but it looks like Titusville is moving in that direction;  
he imagines Commissioner Pritchett had a lot to do with that; it is really great to see that  
happening because the Board sees cities going in the other direction; he received a letter from  
Cocoa Beach, which says, “Cocoa Beach does not lend itself well to affordable housing;” and  
what Cocoa Beach lends itself to is taxing increases. He added it is embarrassing, not only for  
being a Republican as many of these folks claim to be, not only did they not leave the millage  
rate where it was, which would have been a tax increase, they increased the millage almost  
one full mill; it is absolutely insane; these folks are raising taxes over and over again, and  
squandering CRA resources; and then they have the audacity to send the Board a letter saying  
they are very concerned about it, but it does not lend itself well to affordable housing. He  
reiterated it is embarrassing on so many levels, but it goes to show what great partners the  
Board has in Titusville; hopefully, the other folks have better responses than what the Board  
hears from the very liberal City of Cocoa Beach because they keep raising taxes; clearly, they  
also do not care about those in need; and it is embarrassing to their taxpayers, to the folks in  
need, but it is in great contrast to what is happening with MIRA and with the City of Titusville.  
Upon consensus of the Board, the meeting adjourned at 5:57 p.m.
