Recommendation
It is requested that the Board of County Commissioners approve the contract with AT&T for switched ethernet services for the County’s 9-1-1 system and authorize the County Manager to sign the contract, subject to approval by the County Attorney’s Office, Purchasing and Risk Management.
Futhermore, it is requested that the Board authorize the County Manager to execute any additional changes, amendments, documents, administrative or budget change requests, subject to approval by the County Attorney’s Office, Risk Management and purchasing.

Summary Explanation and Background:
The new pricing schedule provides a cost savings of $608,286.00 over the life of the contract, lowering the monthly costs to $13,608.00, which results in a total five-year cost of $816,480.00. The term of the contract will be effective from 2022 to 2027.
The Board approved the current five-year pricing schedule in 2016 with a monthly cost of $23,746.10, or a total five-year cost of $1,424,766.00.
AT&T’s ethernet service is the dedicated IP infrastructure for transporting 9-1-1 call data, voice, text, and video from the host locations to and between the eleven Public Safety Answering Points(PSAPs). Each PSAP and host site has two building entry points and geo-diverse paths to minimize the data loss risk. The RealTime Class of Service (COS) for the 250 Mbps and the 20 Mbps Committed Information Rate (CIR) provides the highest prioritization and performance to meet the accepted availability standard for emergency response systems
