Fiscal Impact:
FY 21-22 - Up to $1,500,000 in grant funds from the State Housing Initiatives Partnership (SHIP) program will be utilized for this procurement. There will be no impact to the General Fund.

Recommendation
It is requested that the Board of County Commissioners (1) authorize the Development, Advertisement, and Award of Bid for Roofing and Heating, Ventilation, and Air Conditioning (HVAC) services; (2) authorize the County Manager or his designee to sign contractual agreements, modifications, and amendments for services upon approval of the County Attorney and Risk Management; and, (3) authorize the County Manager to execute all necessary budget change requests.

Summary Explanation and Background:
Brevard County has received approximately $2.2 million in State Housing Initiatives Partnership (SHIP) grant funds during State Fiscal Year (SFY) 2021 - 22 and is expected to receive approximately $3.3 million during SFY2022 - 23. SHIP has strict expenditure requirements and due to a number of issues, specifically significant increases in material costs and supply chain delays, individual homeowner project bids through the Housing and Human Services Department's (HHS) normal processes are coming in over allowable homeowner expenditure limits per the current policy.
These factors could hinder HHS's ability to meet expenditure deadlines. This action will create a streamlined and focused process, which will address the most significant system failures HHS observes in our program (roof replacement and HVAC) in a more efficient and hopefully cost-effective manner for income eligible homeowners (currently at or below 80% of area median income or $64,950 for a family of ...
