It is requested the Board of County Commissioners approve and authorize the Parks and Recreation Director to execute a Property Access License Contract and any renewals with Beyel Brothers, Inc. upon review and approval by the County Attorney's Office, Risk Management and Central Services.

Summary Explanation and Background:
The Port St. John Boat Ramp is located at 6650 North Cocoa Boulevard, Port St. John, Florida 32927.

Beyel Brothers, Inc. is managing an Orlando Utilities Commission Power Plant project at 7800 US Highway 1, Titusville - just north of the Port St. John Boat Ramp. They are requesting use of a small portion of the northeast corner of the seawall at the boat ramp to unload equipment from a Beyel Brothers, Inc. barge and then transport the equipment to the power plant. The Total estimated time of use will be for four hours (each occurrence) during the timespan of the project.

Parks and Recreation staff will be on site to ensure safety protocols are followed. Beyel Brothers, Inc. agrees to adjust the schedule of equipment unloading so that unloading will be performed during house that has the least effect on patron usage of the dock area. If staff determines it is necessary, Beyel Brothers, Inc. will arrange to have the Sheriff's Department on site for traffic control.

A contract with Beyel Brothers, Inc. was approved by the Board of County Commissioners on July 20, 2021 for a term of one year. Beyel Brothers, Inc. is requesting additional time for access to this portion of the boat ramp as they are still waiting on transformers to be delivered due to delays caused by Covid and a lessoned work force.
