It is requested the Board of County Commissioners authorize the Chair to sign the Space Coast TPO Intergovernmental Coordination and Review (ICAR) Agreement.

Summary Explanation and Background:
The Transportation Planning Organization (TPO) is required to execute an agreement with transportation providers in Brevard County that ensures transportation facilities and services will be planned and developed in a coordinated manner. The Intergovernmental Coordination and Review (ICAR) agreement provides for the formal documentation of the coordination procedures and processes to be followed by the county’s multimodal agencies. The agreement’s approval by the Board is for Transit Services (Space Coast Area Transit) and the Valkaria Airport, both entities under the Board’s purview.
The Agreement is based on a boilerplate document prepared by the Florida Department of Transportation (FDOT) in Tallahassee. The TPO’s Attorney has made minor revisions to update statutory references and names and titles of signatories. All of the member municipalities have reviewed a draft version. Following adoption by all TPO member jurisdictions, the ICAR will be submitted to FDOT for their signature and then recorded.
The ICAR calls for the Board to participate in a cooperative transportation planning process and does not extend financial or liability obligations to the Board. All five commissions will continue to serve as TPO members.
